Khanh Hoa Tax Department: Modernizing tax management

Along with promoting solutions to complete the state budget revenue estimate, in recent times, Khanh Hoa Tax Department has also effectively implemented the digital transformation process, applied information technology, provided electronic tax services to comprehensively modernize tax management, create convenience, and reduce travel time for businesses and people.

Implementing Project 06 on "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" of the Prime Minister, the entire provincial Tax Department has proactively and actively participated in the key tasks of the project with the goal of "Taxpayers as the center of service". In particular, the provincial Tax Department registered to carry out 2 key tasks, including: Implementing electronic invoices (E-invoices) generated from cash registers and digital transformation in the management of business households and individual businesses. Immediately after that, the Provincial Tax Department accelerated the implementation and assigned specific implementation targets to regional tax branches and Nha Trang City.

As of September 30, 2024, the rate of implementing E-invoices generated from cash registers of the entire provincial Tax Department reached 100% of the plan and completed the target assigned by the Provincial Party Committee with 1,753 business establishments subject to implementation having registered for E-invoices generated from cash registers. By December 31, 2024, 10/10 contents on digital transformation in the management of households and individual businesses have achieved and exceeded the set targets.

 

Pham Van Huu - Chairman of the Board of Members of Olympia General Clinic and Family Doctor Company Limited (Nha Trang City) said that as soon as the Tax sector promoted the use of electronic invoices with tax authority codes generated from cash registers, businesses immediately learned about and implemented them. The use of electronic invoices generated from cash registers initially helps businesses take the initiative in creating and adjusting invoices, thoroughly handling difficulties and problems related to delays between payment time and invoice creation time; limiting cases of lost or misplaced invoices, facilitating lookup, retrieval, and data storage...

According to Trinh Le Nin - Deputy Head of the Tax Declaration and Accounting Department of the Provincial Tax Department, in addition to the achieved results, in the process of implementing digital transformation, the Tax sector still encounters some difficulties and obstacles. According to Decree No. 123/2020 of the Government regulating invoices and documents, it allows taxpayers to register for two forms of electronic invoices with regular codes and electronic invoices generated from cash registers at the same time. Therefore, currently, most taxpayers register for these two forms at the same time.

In order to continue to complete the tasks under Project 06 of the Government in 2025, the provincial Tax Department has proposed many solutions. In particular, promoting propaganda about the benefits of electronic invoices, electronic invoices generated from cash registers, lucky invoice programs and sanctions for violations in the management and use of invoices for sellers of goods and services; regularly reviewing newly established enterprises and business households, promptly contacting and requesting taxpayers to register for use in cases subject to the implementation of electronic invoices generated from cash registers. At the same time, arranging for civil servants directly in charge to regularly exchange with enterprises and business households to grasp the difficulties in the process of implementing electronic invoices generated from cash registers; coordinating with enterprises providing electronic invoice solutions to find support solutions.

In order to continue implementing and completing the tasks under the Government's Project 06 in 2025, the provincial Tax Department has proposed many solutions. In particular, promoting propaganda about the benefits of electronic invoices, electronic invoices generated from cash registers, lucky invoice programs and sanctions for violations in the management and use of invoices for sellers of goods and services; regularly reviewing newly established enterprises and business households, promptly contacting and requesting taxpayers to register for use in cases subject to the implementation of electronic invoices generated from cash registers. At the same time, arranging for direct management officials to regularly exchange with enterprises and business households to grasp the difficulties in the process of implementing electronic invoices generated from cash registers; coordinate with enterprises providing e-invoice solutions to find solutions to support taxpayers in using e-invoices generated from cash registers... Along with that, step up inspection, review, and handling of violations against businesses that do not issue invoices to consumers when providing goods and services.

Regarding the task of digital transformation in the management of households and individual businesses, the provincial Tax sector strengthens the implementation of online public services at levels 3 and 4 to reduce the travel time of taxpayers, increase the accuracy and speed in the professional activities of the Tax sector; continue to coordinate with state management units to review and standardize taxpayer identification information, in order to maximize the matching rate with the national database on population. At the same time, focus on promoting propaganda and guidance for households and individual businesses to install and use the eTax Mobile application, thereby increasing the matching rate of personal tax code identification information with the national database on population; Increase the rate of collecting phone numbers and emails of taxpayers to achieve the set targets; assign and delegate responsibilities to each unit and civil servant, link performance results with emulation and reward classification...
