The couple Phan Ngoc Anh (39 years old) and Nguyen Thi Hoa (37 years old) has two children named Phan Van Tuong (born in 2003) and Phan Thi Thu Vy (2005). They live with their parent in a small house at Hamlet 19, Truong Phuc, Vinh Phuoc Ward, Nha Trang City. Ngoc Anh's health is often in poor condition; however, he has had to try his best to earn living for the whole family. About two months ago, his little daughter Thu Vy was found to have tuberculous meningitis. In order to carry Vy to Ho Chi Minh City Children’s Hospital for treatment, Ngoc Anh had to sell his old motorcycle, the only property which he and his wife owned, and borrow money from their relatives and neighbors. According to the doctors, Thu Vy needs a long-term treatment to save her life. However, they had to transfer her to Khanh Hoa Tuberculosis and Lung Diseases Hospital because they could not afford the treatment cost.
Thu Vy has become weaker and weaker, skinny with her hands and legs stiff and arched.
