Attending the ceremony was Vu Duc Dam - Central Party Committee Member, Deputy Prime Minister - together with the representatives of ministries and departments, etc.

The stamps have a modern graphic design with the images of the statue of Dien Bien Phu victory and Ban flower – the typical flower of the northeast mountainous region of Vietnam.
