From January 10 to 12, Tuoi Tre Newspaper and Ho Chi Minh City Youth Cultural House jointly hold a program called “Spring on sea and island” including many activities like writing calligraphy, playing games,
making "chung" cake (square glutinous rice cake), presenting gifts to Brigade 189 and children of the soldiers having difficult lives.
The program sees the attendance of more than 40 Vietnam’s famous artists and over 3,000 officials and soldiers of the Naval Region 4, Brigade 189, Brigade 954 (the Navy), etc.
Nguyen Tan Tuan, Permanent Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Council, attended the program on January 11.

In the first time being organized in Khanh Hoa, the program is supported by many organizations, and businesses, especially Saigon Trading Group (SATRA).
Also at the program, the Youth Union members of Ho Chi Minh City Youth Union watched the film about the Submarine Brigade 189 and visited Submarine Training Center.
