Innovating in monument restoration and preservation

Da Phuoc Communal House, a monument which was recognized as a provincial-level one in Ninh Hiep Ward, Ninh Hoa Town in 2008, downgraded since 2010. The local authorities used the funds raised from public donations to restore some small parts of this commune house. In 2016, due to the monument’s deterioration, Khanh Hoa Monument Preservation Center requested for funds of more than VND358 million from the provincial Department of Culture and Sports to innovate the whole monument. Since being innovated, Da Phuoc Communal House has been used effectively for public activities in the locality.

Phu Cap Communal House in Dien Phu Commune, Dien Khanh District, also used to be severely downgraded. After checking the condition of the monument, the provincial Department Center Culture and Sports provided VND380 million for the locality to restore the monument. Nowadays, Phu Cap Communal House has been restored and has become a regular public place of the villagers.  
 
Since July 2016, the provincial Department of Culture and Sports of Khanh Hoa has carried out the restoration of the monuments on the downgrade over the province with the funds generated from the charitable resources at Ponagar Temple from 2016 to 2020. In 2016, there were three provincial-level monuments being renovated with the funds of approximately VND503 million. In 2017, 21 monuments were planned to be restored and embellished. The provincial Department of Culture and Sports has been allocating funds to four provincial-level monuments; funded the repair of 14 monuments which were damaged in the Typhoon Damrey in November 2017.

As stated by Nguyen Khac Ha, Director of Khanh Hoa Provincial Department of Culture and Sports, although the restoration of the degraded monuments has been performed for many years, the budget for each monument was very low. Since 2016, the provincial department has used a part of the charitable resources of Ponagar Temple for the renovation. Each monument is allocated an amount of money which is not over VND500 million. Some monuments are provided 100 percent funding for the restoration after being carefully checked by the authorities. Besides, the localities have to take the initiative in raising funds for the restoration. 
 
The process of restoration has also been regulated more closely. The localities have to propose the detailed plan of restoration; the design or construction units must have a certificate in building cultural works. This has partly helped to reduce the design and construction errors. 
 
By the end of 2017, Khanh Hoa had 16 national-level monuments and 172 provincial-level ones. Most of the national-level monuments were renovated and embellished. From 2018 to 2020, more than 30 monuments were planed to be renovated with the total budget of over VND23.9 billion, in which over VND13 billion will be taken from the entry fees to Ponagar Temple and Hon Chong tourist site, the remaining money will be raised by the localities.
