The research results of the project will serve as a scientific basis for the province to make policies on preserving and promoting the cultural values.
As stated by Associate Professor – PhD Vu Thi Phuong Hau, head of the project, the quite special geographical conditions of Khanh Hoa (comprising of sea, islands, plains, mountains) give the province rich cultural forms. The province has many unique architectural and historical monuments such as Ponagar Temple (Nha Trang City), Dien Khanh Ancient Citadel (Dien Khanh District), Ninh Hoa ancient administrative office (Ninh Hoa Town), Tran Quy Cap Temple (Dien Khanh District), Phu Cam Communal House (Van Ninh District). However, the preservation and promotion of culture in Khanh Hoa in the past years has not been effectively carried out, resulting in the possible disappearance of some traditional cultural forms.
The researches show that 39.2% of people in Khanh Hoa know “bài chòi”, but only 1.3% of them know “sắc bùa” singing and 6.8% know “giao duyên” singing. In recent years, in order to preserve the folk cultural and art forms, the province has organized many contests and festivals; cooperated with schools to hold “bài chòi” shows at schools, etc. However, “bài chòi” school-shows are only held once a year, which is not enough to foster the love for this type of folk art among the students. Additionally, the cultural institutions and facilities in Khanh Hoa have not met the needs for cultural creativity and enjoyment of people. Only a limited number of social organizations have contributed in preserving and promoting cultural values.
In two years complementing the project “Culture in sustainable development of Khanh Hoa Province, 2016-2025 period, orientation to 2030”, the research team conducted surveys and assessments on the province’s existing typical cultural values and the impacts of culture on economy, politics, society, foreign affairs, national security, and environment. Through these surveys and assessments, the researchers provided a number of cultural development orientations.
In order to promoting the role of culture in the sustainable development of the province in new era, the researchers proposed four solutions: raising awareness, changing policies, improving quality of human resources and facilities, encouraging contribution of the public.
Accordingly, the localities need to improve the quality of cultural activities; invest in facilities and cultural and historical education programs; develop culture based on the local specific conditions; pay special attention on preserving and promoting the traditional cultural values; conduct researches, collect and preserve cultural and historical monuments; honor the typical artists and artisans, etc. Besides, the province’s cultural sector needs to propose suggestions to provide favorable conditions for the activities of intellectuals and artists. The province needs to change and build appropriate policies for cultural development; give adequate training to cultural cadres; enhance cooperation between the cultural sector and training centers, institutes, and schools in and outside the country; offer appropriate remuneration policy for quality cadres, and so on.
