The present spending rates for archaeological activities in Khanh Hoa Province comply with Joint Circular No. 104/2007 of the Ministry of Finance and the Ministry of Culture, Sports and Tourism. Based on the joint circular, Khanh Hoa Provincial People’s Committee issued a decision stating that the province’s spending rates for archaeological activities is 83% to 100% of the amounts prescribed in the joint circular. However, after ten years, these rates are no longer suitable.
The remuneration for scientific and technical staff is only from VND100,000 to VND120,000/day; for scientific consultants is only from VND150,000 to VND200,000 VND/day; for manual workers at archaeological sites is VND70,000/day. In fact, archaeological activities aren’t performed often but very occasionally; therefore, a higher level of spending will be suitable for the real situation, according to Le Chi Huong, director of Khanh Hoa Provincial Museum.
In September 2019, the Ministry of Finance released Circular No.67 stipulating monetary policy for archaeological activities, which increased the highest spending rate for this work up to 50% to 350% compared to prescribed rate in Circular No.104. Based on this circular, localities will set their own spending rates in accordance with local practical conditions and regulations.
Recently, Khanh Hoa Provincial People’s Committee issued a draft resolution on spending rates and budgetary usage for archaeological activities in the province. Accordingly, the remuneration for scientific and technical staff, scientific consultants, and manual workers is 80% of the prescribed budget in Circular No.67. This spending rate is considered to be suitable with the practical conditions of Khanh Hoa Province as well as meet the specific elements of this work.
There have been 59 archaeological sites and areas with signs of prehistoric and prehistoric relics discovered in Khanh Hoa. These relics are located in coastal areas such as Cam Ranh City, Van Phong Bay, Nha Trang City, Ninh Hoa Town, and mountainous areas of Dien Khanh District and Khanh Son District.
Many precious relics were excavated at the archaeological sites namely Hoa Diem, Vinh Yen, Van Tu Dong, and Go Mieu, etc. Hoa Diem archaeological site was recognized as nation-level archaeological monument. The archaeological potential in Khanh Hoa Province is highly appreciated by many experts. Therefore, early application of the new spending rate will help to create more favorable conditions for the province’s archeological activities.
