The Ministry of Culture, Sports and Tourism is collecting ideas to submit a draft of cultural development strategy to 2030 to the Prime Minister. The strategy aims to bring Vietnamese culture to a higher level.
On June 29, the Ministry of Culture, Sports and Tourism held an online meeting about the draft of cultural development strategy to 2030 with the attendance of 63 provinces and cities. According to Ta Quang Dong, deputy minister of the Ministry of Culture, Sports and Tourism, the strategy aims to build a system of cultural values and human standards associated with promoting the will and aspiration to develop of Vietnamese people; and to build a wholesome cultural environment to ensuring that all persons can develop their creative capacity. The aim of the strategy is also promoting the role of literature - art; perfecting mechanisms and policies on cultural development; and boosting digital transformation in the field of culture, and so on.

In order to accomplish the targets, ministries, sectors and localities need to focus on building and perfecting institutions, policies and laws; promoting the comprehensive development of Vietnamese people; building a wholesome cultural environment; improving the quality and efficiency of cultural activities; and protecting and promoting national cultural heritages. Besides, it is necessary to develop some cultural fields such as performing art, cinema, fine art, photography, exhibitions, and libraries; develop cultural industry; promote the role of mass media; proactively integrate into international culture; develop human resources; strengthen scientific and technical researches on culture, etc.
Reportedly, building cultural strategy has been done before; however, many important tasks of the strategy couldn’t be accomplished. The new strategy is closer to reality with five points of view and 12 groups of solutions; general to specific goals are clear and detailed. However, in order for this strategy to be implemented effectively, it requires specific circulars and decrees of ministries and sectors so that localities can deploy.
Khanh Hoa has prepared to implement
If the draft strategy is approved by the Prime Minister, the implementation in Khanh Hoa will be feasible. In fact, Khanh Hoa Provincial People's Committee has issued a plan on building and developing Vietnamese culture and people to meet the requirements of the country’s sustainable development in the 2021 - 2025 period. Basically, many content of Khanh Hoa's plan are similar to the one of the draft strategy.
The province will focus on implementing eight groups of solutions. Specifically, Khanh Hoa with strengthen the leadership of the Party, promoting propaganda and raising awareness about the position and role of culture in the cause of national construction and defense; improve the effectiveness and efficiency of state management over the building and developing Vietnamese culture and people towards the country's sustainable development; and promote the comprehensive development of Khanh Hoa people.
In addition, the province will promote building a wholesome environment and cultural life; strengthen building political culture and economic culture; continue to improve the quality and efficiency of cultural and art activities; strengthen the protection of copyright and related rights and develop cultural industries; actively integrate into the international culture; absorb the cultural quintessence of mankind and introduce and promote the image and culture of Vietnam in general and Khanh Hoa in particular to the world.
Khanh Hoa Provincial People's Committee has also assigned the provincial departments, sectors and localities 20 specific tasks of cooperation with organizations to effectively implement the cause of building and developing culture in the new period.
According to the cultural development target of Vietnam by 2030, 100% of ministries, sectors and localities will have built and implemented cultural codes of conduct effectively; 100% of provincial and district administrative units will have had cultural and sports centers, and commune-level cultural houses; 100% of centrally-run provinces and cities will have had province-level museums and libraries; 80% of communes of ethnic minorities and mountainous areas will have been able to enjoy better cultural activities; revenue from cultural industry will have contributed 7% to the GDP, etc.
