On August 26, Khanh Hoa Provincial People's Committee issued a plan to implement the project on developing reading culture in the community in 2021-2025 period with orientation to 2030.
The project aims to build and develop reading habits, needs, skills and movements among all classes of people, especially young people, students, and people in rural areas and disadvantaged areas. In addition, the project will apply information technology in the system of public libraries, non-public libraries, and libraries in educational institutions. The provincial library is planned to develop into a modern, digital library.

According to the project, by 2025, 80% of pupils and students in the province can access to public libraries and libraries of educational institutions; 25% of people in rural areas and 20% of people in disadvantaged areas will be able to access and use services of the public libraries, community learning centers, and commune cultural post offices; 85% of the population will use libraries; each person reads four books/year on average, etc.
By 2030, the project is expected to form reading habits and skills to access to information and knowledge for people in the province. Reading environment and reading space will continue to be improved and developed, etc.
