After five years of implementing the instructions of the Ministry of Culture, Sports and Tourism on public cultural and music contests and festivals, Khanh Hoa Province has built and developed widely the movement of culture and music among the public.
Organizing many contests and festivals
Khanh Hoa has organized public cultural and music contests and festivals for many years. Every year, the province’s cultural sector organizes Vietnamese ethnic groups’ cultural day, public music festival for people with disabilities, music festival for soldiers, book storytelling contest for children, contest about cultural heritages. Besides, there are contests and festivals held every two or four years, such as public music festival, festival for mobile propagation groups, and festival of cultural villages.
The cultural and music activities received good response from localities and units; created lively atmosphere and partly met the demand for entertainment of people at all level. Some festivals and contests were organized at grass roots level to select outstanding artists and performers to participate in the province-level festivals and contests. This has helped to improve cultural life of people at grass roots level and quality of the province-level festivals and contests.
Further developing movement
It could be seen through the recent public cultural and music contests and festivals that the participating teams had invested time and effort in their performances. The organization of contests and festivals has got better. In recent years, besides meeting the demand for entertainment of people, the public cultural and music contests have met political tasks in the province; contributed to preserve and promote the traditional cultural values of the nation; introduced and promoted local tangible and intangible cultural values; educated people, especially young generations, about the nation’s history and tradition. Under the regulations of the Ministry of Culture, Sports and Tourism, the organization of the public contests and festivals has been closely censored.
However, there are still some problems in organizing the public cultural and music contests and festivals, such as lack of specialized civil servants and amateur skilled artists in some localities. In order to solve the problems, the provincial Department of Culture and Sports has proposed the Ministry of Culture, Sports and Tourism amend some contents in the regulations on organization of public contests and festivals, for example regulations about the jury and mechanism for organizing the contests and festivals, according to Tran Gia Van, deputy director of Khanh Hoa Provincial Department of Culture and Sports.
