Over the years, Khanh Hoa Province has implemented practical activities to build connections and friendly relations with countries around the world through the arts and culture. This has helped introduce and promote the image of Khanh Hoa as well as strengthen solidarity with foreign localities and partners.

Promotion from cultural events

These days, the artists, actors, singers, and musicians of Khanh Hoa Provincial Traditional Arts Theater are actively rehearsing for the upcoming 45th Ulsan Artistic Festival (South Korea), which opens on October 23. This event is organized by the Ulsan Federation of Arts and Culture Organizations. Invited to take part in the festival, Khanh Hoa’s art troupe prepares two programs, one for the opening ceremony and one for the cultural exchange, featuring songs, dances, music, and excerpts of "Tuong" (Vietnamese classical opera), including popular songs favored by young people globally. 

Khanh Hoa Province also invited arts troupes from other countries to perform in the province’s cultural exchange programs. For example, the 2025 Culture - Sea Tourism Festival featured performances by arts troupes from Ulsan City (South Korea) and Lorient City (France); South Korean artists performed in Vietnam-South Korea arts exchange program; Indian artists took part in the arts exchange program, namely the moon shines on the towers. Annually, the province organizes large-scale cultural and artistic events such as Nha Trang-Khanh Hoa Sea Festival; Nha Trang International Light Bay Festival 2024; Nha Trang Sea Culture - Tourism Festival 2025; Po Nagar Cham Temple Festival 2025; and Culture, Sports, Tourism, and Culinary Week 2025. These events were the attractive highlights that helped draw a large number of international artists and tourists. Furthermore, the province cooperated with the Ministry of Culture, Sports and Tourism to organize the first International Jazz Festival - Nha Trang 2024, which included bands from the U.S., Singapore and South Korea; cooperated with Vietnam Cinema Association to host Golden Kite Awards in 2022, 2023, and 2024, attracting many foreign filmmakers, directors and actors.

Culture and the arts - "soft power"

According to Le Van Hoa, deputy director of the Provincial Department of Culture, Sports and Tourism, cultural events plays a significant role in introducing and promoting the image of Khanh Hoa Province and local people. Cultural diplomacy activities have effectively enhanced the mutual understanding and trust between Khanh Hoa international partners and tourists. However, the province’s cultural diplomacy is still encountering difficulties and limitations, which requires synchronized solutions to further boost the effectiveness of these events and activities and to expand cultural exchange and cooperation. Khanh Hoa need to implement initiatives to make the province the country's leading marine culture and tourism center, with influence across the region and internationally.  Besides, the province needs to organize more international-level cultural, sports and tourism events that are tied to the goal of marine economic development and local image promotion.

In order for cultural diplomacy to achieve expected results in the new phase, Khanh Hoa Province have to step up efforts to introduce and promote the image of the province and local people; apply digital technology in external communications; build a multi-language data system for tourism, culture and events; combine cultural diplomacy with economic diplomacy and exchanges to create lasting, comprehensive effectiveness. In addition, the provincial culture sector should implement appropriate policies to encourage artists to produce and promote high-quality literary and artistic works, etc.
