Five years after the implementation of Decree 134/2004/ND-CP on industrial promotion in rural areas, industrial promotion programs have helped rural industrial establishments to have access to advanced technology and modern production processes with skilled labor, creating a great number of work opportunities for rural people.

Many producers have benefited a lot from the programs and gained success. Management training courses have provided training for 298 trainees. 27 technique and technology plans have gone on show. Completed projects in rural areas have drawn over VND12 billion in investment capital with an increase of over VND 65 billion in turnover, creating stable job opportunities for 1,455 rural laborers. 440 people have attended courses on traditional careers such as rattan weaving, hand broidery, granite stone production, etc.

The 2005-2009 industrial promotion fund, over VND2.2 billion, came from many sources including the national industrial fund (VND797 million), local fund (VND1.1 billion) and others (VND325 million). Industrial promotion programs have provided information about preferential investment policies in the countryside and disadvantaged areas, helping attract investment into rural areas and transfer the rural economic structure in the direction of industrialization and modernization for a sustainable development. Therefore, rural industry has gone through rapid and significant change and rural workers’ living standard has much improved.

However, industrial promotion programs have met some obstacles due to lack of capital, small-scale production, etc. According to the local leaders of Industry & Trade, communications plans will be boosted to raise public awareness of preferential investment policies and the importance of the industrial and handicraft development in rural areas. More guidance and supervision will be enhanced to ensure local producers’ smooth operation and effective use of support funds.
