- Average Gross Domestic Product (GDP) growth rate: 10.85%/year; average GDP by 2015: 3,000 USD/person (2-time increase over 2010).
- Economic structure will shift towards service – tourism, industry – construction and agriculture - forestry - fishery with the respective percentages of 45.5%. 45.5% and 9%.
- Average growth of service – tourism value: over 14%.
- Average growth of industry – construction value: over 17%.
- Average growth of agriculture – forestry – fishery value: over 4%.
- Export turnover in 2015: USD1,250 million; average growth of export: 15%/year.
- State budget revenue in 2015 will increase twice over 2010.
- Total investment capital of the whole society in five years will be VND175,000 billion (3.5 fold increase over the term of 2006 – 2010), 20 – 25% of which is foreign investment.
- Number of laborers finding jobs: 26,000 people/year.
- Rate of people in the working age given vocational training: 47.5%.
- Rate of poor households will fall to below 3%.
- Universalizing high-school education in areas having good conditions.
- Fertility rate will be reduced to 0.25‰/year; malnutrition rate in under-five-year-old children will be lessened to below 10%
- The whole province will basically come up to norms of building new rural areas.
- Rate of urban population: 60%.
- Basing on national forecasts, the province will set up a plan to deal with the climate change.
- Rate of forest cover: 45%.
- 95% of the population use clean water.
- 80% of the enterprises meet environmental standards.
- 75 – 80% of the Party organizations get the title “Pure and Strong”.
- 1,500 people will be admitted to the Party every year.
- 50% of non-State businesses have union locals with Party cells or members.
- More than 70% of the businesses will be qualified for union local establishment according to the Vietnamese Union Regulations and admit more than 65% of their employees to this organization.
- The whole province strives to build Nha Trang to become a a city directly under the central government.
