Being aware of the significance of administrative reform, Nha Trang Port Border Customs Department has modernized customs work and been granted certificate of merit by Khanh Hoa Province People’s Committee.

“One door” mechanism simplifies customs procedure

Nha Trang Port Border Customs Department has responsibility for supervising transport vehicles as well as imports and exports of businesses. Its operation covers Nha Trang Port, businesses in the city, Suoi Dau Industrial Zone, Cam Ranh International Airport and some businesses in Ninh Thuan Province and Binh Thuan Province related to the port. Previously, the extensive area and the big workload made 23 officers here always work hard, even overtime and Saturdays.

During the past years, the customs department has forwarded administrative reform in customs work. Actuating “one door” mechanism, the department has clearly declared customs formalities and quickly process files according to a professional line.

Especially, since March 1, the customs department will supply best services to customers with following commitments: maximum time for reception of customs declarations is 30 minutes; time for tax exemption file processing is 10 working days and time-limit for answering and solving problems is 5 working days.

In addition, a consultancy group to support businesses and another group in charge of customs formalities have been set up in order to deal with customs work smoothly and professionally.

Since 2009, the customs department has activated online customs declaration, which saves time and effort for businesses as well as customs officer.

“Up to now, 90% of the businesses have used this new method. The department often detaches computer specialists to guide businesses to use the software for online customs declaration and solve troubles. Therefore, all customs declarations are registered immediately”, said Pham Minh Hung, deputy director of the department.

Beside this, the department has applied ISO 9001:2008 quality management system and risk management risk into its operations, which facilitates customs works much. As a result, 85% of customs declarations have been spared examination and given customs clearance right after declaration. In 2010, the department also was granted ISO 9001:2008 certificate.
