Many farmers in Khanh Hoa Province have used the capital supported from The National Target Program on New Rural Development to improve production and living.

Supporting seeds and breeders

The National Target Program on New Rural Development is the main point to improve material and spiritual life in rural areas. Since 2013, Khanh Hoa Province has launched “Policy on supporting agricultural production under the Program on New Rural Development”. The policy focused on supporting seeds and breeders for communes to fulfill economic targets. Beneficiaries of the support were households, farm owners and cooperatives in 94 communes across the province. Mountainous communes were supported 70% on prices of plants and domestic animals while 50% was for flat communes. Accordingly, each household received VND10 million; farm owner: VND15 million and cooperative: VND50 million.

Initial effects

In 2013, the first year the program was deployed, most the beneficiaries of the program used the capital properly and effectively. Ninh Quang Commune, Ninh Hoa Town used VND213 million supported by the policy to develop 3 production models, including planting coconut palms, raising cows and producing seed rice. “At present, the production models are developing well. Farmers feel encouraged with the support”, said Truong Van Hien, vice-chairman of Ninh Quang People’s Committee.

In 2013, Vinh Thanh Commune, Nha Trang City also has 15 households getting the support, most of whom plant vegetable. Owning to the support, they have expanded production scale. A farmer named Nguyen Thi Ut, living in Phu Thanh Hamlet, shared, “Before, my family planted vegetable on an area of 1,000 sq.m.. With VND10 million supported, we hired more land for production. Up to now, our area for planting vegetable has increased to 1,800 sq.m. We also have invested more in fertilizers and other kinds of vegetable.”

Furthermore, some communes have used the supported capital flexibly. For instance, Ninh Phung Commune, Ninh Hoa Town gave no-interest loans to needy families. After three years, the commune will take back the capital and lend other families. This is also an encouraged way to use the support effectively.
