Industry encouragement fund will rise from 2014. Enterprises are expecting the new policy.
The Ministry of Industry and Trade and the Ministry of Finance recently issued a joint circular on the use and management of the national and local industry encouragement fund. Accordingly, there will be more funds for industry encouragement.
Costs of building technical performance models, including buying machineries and equipment, completing documents on production and technological processes will get a maximum aid funding of VND500 million a model.
Specifically, technological performance models to popularize production and technological processes enjoy a maximum aid of VND500 million/model instead of VND250 million/model before. The maximum support for rural industrial enterprises which are operating effectively as an example to follow is VND100 million (instead of VND100 million/model). The aid to establishment of rural industrial enterprises in difficult localities rises from VND5 million to VND10 million each.

Besides, application modern machines and technology transfer into industrial production gets a support up to 50% of the cost (VND200 million at maximum); consultancy fund to support rural industrial enterprises in project making, marketing, management of production, finance, accounting and human resources, and new technology and equipment application: 50% of the cost (VND35 million at maximum); aid for establishment of industry association at regional and national levels: 30% of the cost (VND70 million at maximum); support for detail planning of industrial groups: 30% of the cost (VND500 million at maximum).
Funds for some others also see the rise such as reward for typical rural industrial products, support for repairing and upgrading environmental pollution treatment system in industrial zones.
According to Vo Dinh Thoai, manager of Industry Promotion Bureau under Khanh Hoa Trade and Industry Promotion Center, basing on the new circular by the Ministry of Industry and Trade, Khanh Hoa Provincial People’s Committee will establish regulations on local industry encourage fund. Up to now, because the regulations haven’t been completed yet, enterprises which are not under the national industry encouragement support still enjoy the old aids of the local industry encourage fund. When the national fund rises, the local fund also will be put up.
The increase in the industry encouragement fund and the expanse of beneficiaries are good news to enterprises, especially in the difficult situation of the current economy. The provincial Trade and Industry Promotion Center will coordinate with districts, towns and cities in the whole province to popularize the new industry encouragement policy to enterprises.
