After Khanh Hoa Provincial People’s Committee approved a list of 6 fishermen enjoying loans to build or upgrade new boats under Decree 67, banks are promptly complying procedures for disbursement.

In the first time, 5 boat owners have been accepted loans of VND138.6 billion in total to build 8 new boats and upgrade 2 boats. 6 out of the 8 new boats goes to Le Tru Co., Ltd.. All of them are made of steel. The loan for this company is VND115.5 billion. According to Pham Tan Minh, deputy director of Agribank Nha Trang, for a long time Le Tru has been a prestigious customer of the company. The company has strong finance, good infrastructures and experiences in fishery.

Along with Le Tru Co., Ltd., two other boat owners to access loans to build new boats are Le Tuan Hiep and Mai Thanh Phuc in Phuoc Dong Commune. The two ones have registered to build 800CV composite boats for tuna fishing. Phuc and Hiep have applied to borrow VND7.6 billion and VND10.4 billion respectively from Bank for Investment and Development of Vietnam (BIDV) - Khanh Hoa Branch.

Phuc said that he rejoiced to be agreed for loans up to 95% of the boats with interest rate of 1% per annum because I cannot afford to build a new boat while his boat was built 10 years ago. He confidently said, “I’m planning to invest a -500oC frozen cellar to keep fish’ quality and make longer sea-going voyages for higher yield.”

As soon as the provincial People’s Committee approved the list, BIDV Khanh Hoa signed a credit contract to offer a loan to build a new boat to customer Tran Van Luc in Ninh Diem Ward, Ninh Hoa Town. This is the first customer in the province BIDV has officially signed a credit contract according to Decree 67. Accordingly, the fishermen will be given a loan of VND4.55 billion in a term of 11 months with an interest rate of 7% per annum. Luc said, “My family has tradition of offshore fishing. I always desire to have a new and modern boat, so I’m very happy to access the loan.”

According to head of the provincial Fishery Exploiting and Preserving Branch Nguyen Van Dau, up to now, 71 boats have registered to be built newly and 199 have registered to be upgraded with the total loans of VND1,128 billion. The Department of Agriculture and Rural Development have trained fishermen about the lending policy, noticing them to produce effectively, focus on exploiting tunas, raise production and products’ quality, etc. to pay debts and interests on time.

Banks involved in Decree 67 have ensured to supply enough capital for loans and forward lending.
