In Cam Lam District, Khanh Hoa Province, the implementation of Decision No. 28/2015 of the Prime Minister on credit for households just escaping from poverty has created an opportunity for them to escape from poverty sustainbly.
 
Relieving worry of returning to porvety
 

Receiving a loan of VND30 million at Cam Lam Transaction Office of the Bank for Social Policies from the program lending households just escaping from poverty, farmer Hoang Minh Dung rejoiced that his family will have money to improve their land to grow mangoes. His family had been difficult but tried to get out of the list of nearly poor households in 2013 with the support of the Bank for Social Affairs. However, since then his family weren’t given preferential loans any more. In 2014, hot weather killed 30% of his mango garden. Luckily, Decision No. 28/2015 of the Prime Minister helped to give him a chance to be borrowed capital with preferential interest rates.

Le Thi Thu Thuy, a neighbor of Dung, is a similar case. Her family was no longer a poor household in 2013 and nearly poor household in 2014. But the happiness wasn’t long since her family couldn’t access preferential loans. With 7 poles of mangoes, her family with two children earned only VND15 – 20 million, so their life was very difficult. She couldn’t afford VND30 – 40 million/year to invest her mango garden. Many of his mango trees also died of hot weather. “The loan of VND40 million under the program has relieved our burden. This program is essential and timely. I’m trying to pay 1/3 of the loan next year”, Thuy said. Similarly, Nguyen Hong Phong in Vinh Thai Hamlet, Cam Hiep Nam Commune has borrowed VND50 million under the program to improve 10 mango poles.  Along with Phong, other 51 households have  been given the highest loan.
 
Effective and timely
 
According to Nguyen Van Nghiem, Deputy director of Cam Lam District transaction office’s The Bank for Social Affairs, after the Decision No. 28/2015 of the Prime Minister was made, the transaction office cooperated with communes to check and choose households to lend capital. Up to October 31, there were 277 lenders with loan balance of VND9 billion. The biggest loan was VND50 million and the smallest loan was VND20 million.
 
According to Nguyen Tri Tuan, Standing deputy chairman of Cam Lam District Nguyen Tri Tuan, there’s a fact that households escaping from poverty are still difficult. Without any supports, they may be back to poor easily. The Decision 28 is an effective measure to continue supporting them. The district has asked communes to select, post and guide locals public. Cam Lam District is appreciated highly in implementing this program by the provincial authority.
