More than 90% of transactions by ATM card is cash withdrawn, according to State Bank – Khanh Hoa Branch. Khanh Hoa Provincial People’s Committee has delivered a paper to ask banks to do measures to effectively implement the project to forward non-cash payment of the Prime Minister.

 

According to Agribank Khanh Hoa, the bank has 35 ATMs across the province (except Khanh Son District). Till end June, 2015, 191,546 ATMs cards of Agribank Khanh Hoa are in circulation, rising by 11,299 ones over the figure in the beginning of the year. Considering Point of Sale (POS) as a payment which gets interest as well as raises amenities for card users, Agribank Khanh Hoa has attach importance to this payment form during many the past years. With many positive measures, Agribank Khanh Hoa has maintained goof growth rate in quantity as well as turnover of POS payments. Beside developing POS network in Nha Trang City, the bank has expanded it to other places in the province with more than POS devices.

 

 

Vietinbank Khanh Hoa also has 29 ATMs with more than 200,000 individual customers and 200 units paying salary for their staff through card. The bank also has carried out many ways to raise the number as well as turnover of POS payment like modern equipment, preferential fee, information about added services, etc.

 

Therefore, Vietinbank Khanh Hoa has set up 400 places accepting their cards and more than 500 POS devices, mainly in supermarkets, commercial centers and big hotels. POS payment of the bank has reached over VND400 billion a year. Vietinbank Khanh Hoa is planning to launch MPOS payment devices which are small-sized and suitable for small units and taxi firms.

 

Although commercial banks have a lot of payment services through ATM and develop POS system, the number of transactions to pay goods and services by ATM and POS hasn’t been high. Card owners mainly withdraw at ATMs due to the habit of payment by cash. For example, in the third quarter of 2015, cash withdrawn made up 90.75% of the total number of transactions and 80.5% of transaction value.

 

According to Doan Vinh Tuong, director of the State Bank – Khanh Hoa Branch, the development of ATM network has partly helped people to get familiarized with banking payment services. However, the rate of cash withdrawn has been still high. Moreover, cash withdrawn some time caused pressure on banks.

 

To partly implement Project forwarding non-cash payment of the Prime Minister and form POS payment habit in Khanh Hoa Province, the provincial People’s Committee has asked departments, sections, industries, units and localities to bring payment by POS into programs and plans for socioeconomic development of the province as well as districts, towns and cities. Besides, salary payment via card has been done to State employees. State employees also have been encouraged to do payment by POS when buying goods and services.

 

The provincial has also asked the provincial Tax Agency, the Market Management Branch and the State Bank – Khanh Hoa Branch to inspect violations on cheating or tax evasion in POS payment.
