Since new Corporate and Business Law and Investment Law became effective from July 1, 2015, the whole province has newly-established  businesses with total registered capital of VND9,989 billion. According to businesses, the new laws have encouraged investment and partly simplified administrative formalities. However, some businesses met some difficulties because there was no specific guideline.

 

The provincial Department of Planning and Investment has checked and acknowledged difficulties of businesses. The department also gave guidelines to solve some difficulties to businesses when the two laws were enforced. Specifically, on January 19, the provincial Department of Planning and Investment presided over a meeting between some departments and People’s Committees at district level with enterprises to listen to and solve their difficulties in production, trade and project execution. Prior to that, the Board Management of Van Phong Economic Zone also host a meeting with 23 businesses in Suoi Dau Industrial Zone and Van Phong Economic Zone to catch their difficulties.

Recently, Khanh Hoa Provincial People’s Committee has delivered a plan on main solutions to improve business environment and the province’s competitive competence in two years 2015 and 2016. Accordingly, the whole province need improve business environment, raise Provincial Competitiveness Index sustainably and step up administrative reform as well as information technology application in industries and fields. Disclosure and responsibility of the State management agencies as well as State officials need to be improved.

 

According to Tran Minh Hai, director of the provincial Department of Planning and Investment, the provincial People’s Committee has asked the department to raise the provincial competitive index and departments concerned to organize conferences and talk with businesses and investors to understand their difficulties and suggest solutions timely. Besides, departments need improve their interconnected one-door mechanism, infrastructures for information technology, supply information for enterprises fully and timely, disclose plannings, shorten time to be granted investment certificate, etc.
