In 2016, the Department of Planning and Investment completed legal normative document and policies on state management, check their implementation, simplify administrative formalities, etc. To duties entrusted by the provincial People’s Committee, the department fulfilled targets. At present, the department is executing the Law on Enterprises and the Law on Investment, regulations on choosing investors, etc.
According to Tran Minh Hai, deputy director of the provincial Department of Planning and Investment, under the guidance of the provincial People’s Committee, from 2016 up to now, the department has a lot of measures to raise the satisfaction, solve files and formalities for people and enterprises. Specifically, the department has broadened the area for one-stop division, raised receptions from 2 to 5, and established a hotline to collect comments from enterprises.
Since being established in October, 2016, the hotline has received hundreds of calls from people and enterprises. Most of them asked about order of administrative formalities, few met difficulties in investment. Le Tran Huy, deputy chief of the department secretariat, said, “In end 2016, there was a call of an enterprise complaining about buying tender document. Immediately, the department’s leadership worked with investors in order to keep the tender right. We hope to similar information to make the investment environment healthier”.
With improvement in the one-stop division document applied to the provincial Department of Planning and Investment has been solved more quickly. In 2016, the one-stop division received 11,653 applications for business registration. 11,450 have been solved. 99,67% of which are on time.
According to Tran Minh Hai, deputy director of the Department of Planning and Investment, the administrative reform of the department made much improvement in 2016, especially in business registration, investment certificate, assessment of State-invested projects and tender results, etc. The staff’s responsibility in administrative reform also has been enhanced. Apparatus of the department worked well and effectively.
To raise the Provincial Competitiveness Index, in 2017, the Department of Planning and Investment continues to carry out duties the provincial People’s Committee entrusted in checking investment incentive policies, human resource development, socialization, etc. In addition, the department checks administrative formalities frequently in order to ensure them simply, united and convenient for people and enterprises.
