The Standing of Khanh Hoa People’s Committee on May 29 organized a meeting for the Management Board of Van Phong Economic Zone to report about Northern Van Phong special zone. Le Duc Vinh - Deputy Secretary of Khanh Hoa Provincial Party Committee, Provincial People’s Committee Chairman directed related departments to complete their missions to submit the project to establish the special zone.
Seeking strategic investor
According to Hoang Dinh Phi – Head of the Management Board of Van Phong Economic Zone, the board is promptly completing the missions the provincial People’s Committee assigned. Specifically, the bill project will be submitted in June. In this bill, opinions of three provinces of Khanh Hoa, Quang Ninh and Kien Giang have been updated; therefore, the board suggested the province informing related agencies in two provinces of Quang Ninh and Kien Giang. The board also proposed the province to set up an undertaking group to carry out measurement and collecting people’s opinions. Besides, the boards suggested the provincial People’s Committee sending a survey group to Shenzhen in order to refer the model of this city.
The important content of this bill are regulations related to strategic investor of the special zone. The bill defines how a strategic investor is and what responsibilities a strategic investor is required. For instance, a strategic investor is required to invest in main projects in the special zone with total investment of over VND6,000 billion. “Phu Quoc (in Kien Giang Province) and Van Don (in Quang Ninh Province) have found their strategic investors. Khanh Hoa Province have worked with a potential strategic investor. At present, the board is discussing with this investors about related contents”, Phi said.

Setting up undertaking units for the special zone establishment
According to Khanh Hoa Provincial People’s Committee, the Northern Van Phong special zone will cover a total area of 66,000 hectares, including 19,000 hectares on land and islands, and 47,000 hectares on water surface. The special zone’s target is becoming a big modern tourist – service center, partly stepping up the economic development of the province as well as the Southern Central and Highlands region. The Nothern Van Phong special zone will focus on 4 industries, including sea port services and logistics, international finance, luxury tourism with casino, entertainment, and high technologic industry. After established, the special zone is managed by Khanh Hoa People’s Committee.
In his conclusion, Chairman Le Duc Vinh asked the provincial Department of Home Affairs to consult about set up a steering board and a group in charge of the establishment of the Northern Van Phong special zone. Head of the steering board will be the provincial People’s Committee Chairman; head of the undertaking group will be the Deputy Chairman of the provincial Standing People’s Committee. Besides, the provincial Department of Home Affairs is entrusted to draft the project of the special zone establishment; the Management Board of Van Phong Economic Zone is allotted to draft policies of the special zone. The provincial Department of Planning and Investment also has to coordinate with the above agencies to complete contents promptly and submit them to the Central.
