According to the provincial People’s Committee, the Central has two big support policies, including the Fund for renovating technology and the Program for developing science – technology businesses; however, only one business in Khanh Hoa has joined the Program for developing science - technology businesses, that is Asia 96 Material Joint Stock Company. The province hasn’t had policy on science - technology, research - development and technology renovation for businesses.
According to Huynh Ky Hanh, director of the provincial Department of Science and Technology, on March 1, 2016, the provincial People’s Committee directed the department to give counsel about policies to attract, encourage, support businesses, organizations and individuals to join with State agencies in researching and developing application of science and technology. On April 15, 2016, in the report of the provincial delegation of National Assembly, the provincial Department of Science and Technology was asked to promptly submit the provincial People’s Committee the project to support businesses in renovating technology.
According to the statement of the provincial People’s Committee, businesses to be supported will be the ones majoring in agriculture, forestry, fishery, processing, manufacture, water supply and disposal, information - communications, etc. Research and development businesses will be supported with maximum 30% of the total expenditure of their project, but the support for each business doesn’t exceed VND300 million/year. The maximum support for technology renovating businesses and start-ups is 30% of the total expenditure of their project, and doesn’t exceed VND400 million/year for each business.
To be supported, businesses are required to have main establishment in Khanh Hoa Province and have demand for research and technology renovation. Priority is given to businesses whose products have won awards like award of Vietnam Fund for Supporting Technological Creations, Sao Khue Award, Nhan tai dat Viet Award, etc.
