People’s Committee of Khanh Hoa Province has agreed on policy to invest 5 solar power projects in Cam Ranh City, Cam Lam District and Ninh Hoa Township. Beside strong points, the projects have some matters to be noticed.
. Many strong points
Three out of 5 solar power projects will be suited in Cam Lam District, those are Cam Lam VN solar power plant, a floating solar power plant on Suoi Dau water reservoir, and a floating solar power plant on Cam Ranh water reservoir. An Viet solar power plant is expected to be in Cam Ranh and Long Son solar power plant is expected to be in Ninh Son Commune, Ninh Hoa Township.
In the view of related departments, all the projects are laid in reasonable locations which are exhausted fields, not influencing the local people’s cultivation. This will help to raise the land’s value and make economic effect when the projects go into operation.
Especially, 2 out of 5 the above solar power projects will float on the water surface of two water reservoirs Cam Ranh and Suoi Dau, which will create more functions for water reservoirs as well as open new tendency in technology with many remarkable advantages. “Solar power is a kind of clean energy. Producing solar power in a floating plant on water surface not only doesn’t occupy land but can limit 30% of evaporation, reduce dirty weed in water, improve the ecosystem in lake and some other benefits. This way is new in Vietnam as well as in the world.”, said Nguyen Ngoc Minh, the provincial Department of Industry and Trade.
. Some concerns in projects
At the recent meeting between the provincial People’s Committee with related departments and local authorities, Dao Cong Thien - Vice-chairman of People’s Committee said, “The solar power projects have reasonable locations. However, investors have to consider the influence of the North - South highway project on their projects.”
Tran Son Hai - Standing Vice-chairman of the provincial People’s Committee noticed about the projects’ compensation for local people, especially the ethnic minority people. The authority also paid attention to the influence of solar panels on water quality and requested investors to submit specific report on this matter.
Chairman of the provincial People’s Committee Le Duc Vinh said, “Developing solar power is necessary but it needs to ensure the environment. We don’t trade in environment for projects. Especially, the floating projects require assessment about impacts of solar panels on water in lakes because the water reservoirs supply not only for irrigation but for living as well. It’s obligatory to keep safety for people.” The chairman also asked investors to commit the rate of progress to prevent prolonging the execution time after the projects are ratified.
