At the fifth session of Khanh Hoa Province People’s Council, delegators discussed and adopted many significant resolutions related to run the socioeconomic development in the province in 2018 and the next years. Khanh Hoa News made an interview with Chairman of the provincial People’s Committee Le Duc Vinh about the adopted contents.
At the session, Resolution on the plan of the province’s socioeconomic development in 2018 has been adopted. Le Duc Vinh said:
- The world economy and trade are forecast to keep growing in 2018, which is an advantage for export growth. Efforts of the Government in solve difficulties for businesses and step up economic growth in 2017 will show effectiveness in 2018, which will help to better the business environment and economic integration as well as attract investment. However, damage caused by the storm Damrey makes negative impact on the province’s economy and society. The above factors have big influence on the province’s socioeconomic development in 2018.
- What targets does the socioeconomic development plan of the province aim at?
The People’s Committee of Khanh Hoa Province has set targets as follows: implementing the Government policies on perfecting the state of socialist-oriented market economy, ensuring advantageous and equal investment environment, increasing labor productivity and competition ability; ensuring social security; developing education and training to improve quality of the human resource, especially high-quality human resource; exercising democracy, justice associated with developing culture; taking initiative in coping with climate change; preventing natural calamities, intensifying validity of natural resource management and environmental protection; stepping up administrative reform; practicing thrift and combating waste; consolidating national defense, keeping security, politics and social order; working better in foreign affairs and international integration.
- Could you tell us some target figures for the year of 2018?
In economic norms, growth rate of GRDP (Gross Regional Domestic Product) is 3 - 3.5%; per capita income: VND59.8 million; IPP growth: 6.5%; export turnover: USD1.3 billion; State revenue: VND13,249 billion (including domestic revenue: VND12,744 billion); total investment development capital: VND41,200 billion (12.1% increase over 2017).
The province strives to decrease the rate of poor households by 1.2%, increase by 11,5000 jobs, increase the population rate having medical insurance to 80%, increase to 29 sick beds/10,000 people… The population rate living in urban areas will be 58%; forest cover rate: 49.3%; the population rate supplied hygien water: 94.5%.
- What solutions does the People’s Committee put forward for the province to fullfill targets?

To develop economy, the province will exploit Action Program No. 13 in 2017 launched by the provincial Party Committee on implementing Resolution 05 in 2016 by the Central Party Committee on main policies in order to innovate the growth model, increase growth quality, labor productivity and competition ability of the economy, and Resolution 24 in 2016 by the National Assembly on the plan to restructure the economy in the period of 2016 – 2020. The province will also carry out the national Action Plan on perfoming agenda 2030 for the sustainable development of the province; Conclusion 53 by the Politburo on developing Khanh Hoa Province till 2020 and view to 2030; Action Plan to perform targets and duties to develop economy and society of the province for the period of 2015 – 2020 according to Resolution of the 12th provincial Party committee Congress; and 4 key socioeconomic programs associated with developing the three main economic sectors of the province…
The provincial People’s Committee continues suggesting the Government as well as minitries support policies and special credit policies for local people suffering damage cause by the storm Damrey, especially in aquaculture; asking the banking to support damaged businesse such as exempting lending interest, rescheduling loans, giving new loans, etc.
Specific solutions to industry, agriculture, trading, service, tourism, construction, investment, etc. have been proposed.
The provincial People’s Committee has also set up solutions to develop education, health, culture, sports, labor, social welfare, science, technology, information, communication, national resource management, environmental protection, climate change, administrative reform, national defence, foreign affairs, etc.
