After three years of implementation, Instruction No. 40 dated November 22, 2014 given by the Secretariat of the Communist Party of Vietnam on intensifying the Party leadership to social policy credit has made positive effects.

In Khanh Hoa Province, the exploitation of Instruction No. 40 has made good results. According to Nguyen Hoai Chieu, director of the State Bank – Khanh Hoa Branch, the instruction has been propagandized popularly in the province.

During the past years, many households have given loans by policy credit programs of the Bank for Social Policies to have stable jobs, develop production and improve living. For example, Nguyen Thanh Vinh (in Binh Ba Dong Hamlet, Cam Binh Commune, Cam Ranh City) borrowed VND40 million from the lending program for job creation to raise shrimps. The loan has helped him to have money to buy foodstuff for shrimps. Vo Ngoc Thi My Hien (in Binh Ba Dong, Cam Binh Commune, Cam Ranh) also said that her family lent VND30 million from credit for job creation to raise shrimps. Tran Phoi (in Cam Duc Town, Cam Lam District) borrowed VND12 million from the Bank for Social Policies to install clean water work for his house…

Since the Instruction No. 40 was promulgated, the local State buget has reserved more than VND106 billion for lending, including over VND95.3 billion from the provincial budget and nearly VND10.8 billion from the district budget. So far this year, the provincial budget and  the district budget have respectively transferred VND15 billion and VND700 million to the Bank for Social Policies for policy credit program.

During the past time, the policy credit has focused on job creation, production in difficult areas, clean water, environment hygien, labor export, etc. It has partly created jobs and stable income for a lot of laborers and helped many households escape poverty and improve living.
