Khanh Hoa strives to keep rise in PCI

The People's Committee of Khanh Hoa Province has just promulgated the decision on Action plan to raise Provincial Competitiveness Index (PCI) in the period of 2018 – 2020 with the aim to year-by-year increase.

The People’s Committee of Khanh Hoa Province has just promulgated the decision on Action plan to raise Provincial Competitiveness Index (PCI) in the period of 2018 – 2020 with the aim to make year-by-year increase and enter the Good Group.
 
Little increase in PCI  
 
According to the PCI ranking 2017 just announced, Khanh Hoa ranks the 23rd out of 63 provinces and cities in the country with 63.36 scores. In comparison with 2016, PCI of the province in 2017 rose by 3.77 scores and by 1 grade. 
 
Marks in ten subindices of PCI 2017 showed that the province’s leadership in 2017 made strict direction in reforming administration and improving investment environment to accompany businesses. 6 ten subindices increased over those in 2016, 4 of which (including low entry costs for business start-up, easy access to land, transparent business environment and minimal informal charges) made sharp increase (27 – 35 grades). The survey also showed that businesses appreciated the clarification of administrative formalities, information on land use plannings, construction plannings as well as friendliness of the State staff.
 
 
Strong measures
 
To improve the PCI of Khanh Hoa more in the period of 2018 – 2020, the provincial People’s Committee heightens responsibility in serving and uprightness, raises satisfaction and improve subindices comprehensively.
 
To the subindices falling in scores, the provincial People’s Committee suggested a lot of measures like intensifying e-transactions between businesses and tax agencies, raising the transaction rate year-by-year, guiding export import formalities, answering queries by website and email, continuing the program to develop human resource in the period of 2016 – 2020, improving satisfaction with the administrative agencies’ serving, etc.
 
To the subindices rising in scores, the province will implement measures to keep their rise, mainly in administrative reform.
 
As planned, an online public administration service center will be put into operation. Online payment of public services will also be developed this year. To ensure time to register new businesses and change registration not to exceed 3 days, in end June and July, the provincial Department of Planning and Investment and the provincial Department of Natural Resource and Environment will set up a team in charge of one-door section to guide businesses and investors to comply with formalities before applying, answer queries about formalities and supply online direction. Regulations and directions on business registration, land formalities, etc. are available on websites of departments and some linking website.
 
To diminish risks for businesses, in August, the provincial People’s Committee will consider amending regulations towards announcing by document at least 6 months to cases whose time of land delivery, land hire and land revoking is going to be out of date. The leadership of the provincial People’s Committee will also have meetings at least twice a year with businesses, business associations and media to know difficulties and have solutions in time.
