Before, in Van Ninh District, only Van Thanh Commune is difficult area, but under a recent decision by the Prime Minister, seven more communes have been arranged as difficult areas, raising the number of difficult communes in Van Ninh District to 8, including Van Binh Commune. When lending to difficult communes by the Bank for Social Policies came to Van Binh Commune, Tran Thi Phan borrowed VND20 million to buy breeding cows. Many households in Van Binh Commune were also lent to buy breeding cows. The loans are not too big, so they are easy to pay debts.

She lent VND50 million from the Bank for Social Policies to grow acacia trees on an area of 4 hectares. She estimates that term of the debt is 4 years, then the acacia trees are going to be harvested.
We visited silkworm breeding model of Le Thi Kim Linh in Da Mai Hamlet, Dien Tan Commune. Linh revealed that with the prices ranging from VND140,000 to VND150,000/kg, her family earns about VND10 million each year from raising silkworm. Her family also grows mulberry, acacia and sugarcane.
According to Nguyen Ngoc Bao Uyen - Chairwoman of Dien Tan Commune Women’s Association, the capital the Bank for Social Policies entrusted to the Women’s Association is more than VND12.1 billion, making up over 50% of total credit balance of the whole commune. Local women have used loans effectively, without overdue debts for many years. According to Le Van Thanh, director of transaction office of the Bank for Social Policies in Dien Khanh District, said two communes Suoi Tien and Dien Tan are difficult areas. Credit balance by this program now is VND5.1 billion. Borrowers used loans for purposes of breeding and planting, paying principal and interest on schedule.
Under Decision 1010 dated August 10, 2018 by the Prime Minister, the whole province has 41 difficult communes, increasing by 19 communes over the figure in the beginning of the year. According to the representative of the Bank for Social Policies in Khanh Hoa Province, credit balance for the lending program for production and trade in difficult areas by October 23 is estimated to be nearly VND190 billion, increasing by VND39 billion over that in the beginning of the year. Credit in the past ten months has reached over VND76 billion.
