According to the leader of the provincial Department of Planning and Investment, the number of SMEs now accounts for about 97% of the total number of businesses in the province. SMEs play a very important role in the economy, creating jobs for a large number of laborers in the province. Recently, the Party and the State have paid much attention to the development of the private economy in general and the SMEs in particular, and issued many resolutions and action programs to develop the private economy. Specifically, the Law on SME support, decrees and resolutions of the Party Central Committee and the Government on private economic development have become an important driving force for the development of a socialist-oriented market economy. However, at present, SMEs have small production scale, low competitiveness of products and services, lack of skilled labor and low labor productivity and business efficiency.
According to Tran Hoa Nam - Director of the provincial Department of Planning and Investment, for the above reasons, the promulgation of policies to implement the Law on SME support is extremely necessary at the present in order to support businesses in the province to partly help SMEs in the province increase its competitiveness and develops more firmly.
If the provincial Standing People's Council agree, the provincial Department of Planning and Investment will consult the provincial People's Committee to compose the draft resolution and collect ideas of relevant agencies and organizations to reach a specific level of support. The draft resolution will be built in the spirit of not applying support policies for foreign-invested and state-owned SMEs. Funds to support ground rent are supported by the provincial budget. The support period is 5 years as from the date the infrastructure developer and the SME sign the lease contract.
Recently, Le Huu Hoang - Vice Chairman of the provincial People's Committee assigned the provincial Department of Justice to inspect and consult the suggestion of the Department of Planning and Investment to submit to the provincial Standing People's Council for unanimous approval of the policy allowing the resolution drafting on supporting ground rent for SMEs in industrial zones and industrial clusters in the province in the period of 2021 - 2025. At the same time, he assigned the provincial Department of Science and Technology to coordinate with the Department of Justice to consult the provincial People's Committee to submit to the provincial People's Council to propose separate resolutions for policies to support businesses in the field of science and technology in the province in accordance with current law and in accordance with the practical situation of the province.
