Efforts to overcome difficulties
In 2010, Van Ninh district started carrying out the national target program on building new rural areas. At that time, the rural traffic system of the communes were mostly dirt roads. The potentials and strengths of the district were not exploited effectively. The local people earn living mainly by farming, so their average income was still lower than the figure of the whole province.
Nguyen Ngoc Y - Head of Economic Division of Van Ninh district said that the district started building new rural areas in a very difficult condition, with a limited budget. However, identifying it as a national key program, the district gave priority to strengthening resources for the new rural area program, and mobilizing all economic sectors and people to join. After 10 years of implementing the program, up to now, the total investment capital to build new rural areas in the district has reached more than VND714 billion. The figure in five recent years makes up more than VND400 billion with hundreds of works such as traffic, canals and schools.
Over the past years, the district has focused on converting production forms towards mechanization, exploiting inherent advantages in natural conditions through putting high economic value varieties of plants and animals into production. The district also has implemented industrial and agricultural promotion programs and introduced the district's typical agricultural products like fish cakes, handicrafts, agarwood, etc. to domestic and foreign markets. At the same time, the Front and mass organizations have impulsed propaganda and mobilization of people to participate in new rural area building activities, actively work in production and actively convert plants and animals.
According to Vo Luc Pham - Vice Chairman of Van Ninh District People's Committee, the implementation of new rural area building has made very positive results. Up to now, the district has 7 out of 11 communes recognized as meeting new rural area standards. The appearance of the countryside has really changed well, contributing to succeeding in the development goals of agriculture, farmers and rural areas. Local people’s living has improved gradually, and the rate of poor households has decreased significantly. Up to now, the poverty rate in the whole district is only about 2.1%.

Striving to meet standards of a new rural district
In the coming years, the district will launch many emulation movements associated with effective models, replicate good ways and typical examples in building new rural areas and create a strong change in the local people's awareness so that they understand and actively participate in building new rural areas.
In order to become a new rural area district by 2025 as its target, the district will focus on promoting production, associate economic structure with labor structure, and raise income for people. Besides, the district will increase the mobilization of capital sources to boost production and business for improving the results of implementing criteria for building new rural areas; take active and flexible mobilization measures; promote the socialization policy in the fields such as health, education and housing in order to attract resources into development investment. To realize this, the districts needs more than VND225 billion of funding.
In addition, the district will improve the quality of education comprehensively, focus on educating living ways, history, and cultural traditions of the homeland in schools; do well in career guidance for high school students; implement well national target programs on health; consolidate the grassroots health network associated with improving the effectiveness of preventive medicine as well as targets and tasks on population, families and children; improve people's knowledge about health protection, food safety and hygiene. In addition, the district will effectively implement solutions and plans to protect the environment, proactively prevent and combat natural disasters and adapt to climate change; make rural areas green, clean and beautiful; reviewing and directing localities to implement the advanced set of criteria on new rural areas in the coming period.
