In 2019, Khanh Hoa's PCI reached 65.37 points, up 0.95 points compared to 2018 and ranked 29/63 provinces and cities, down 12 grades. Compared to 2018, 5 sub-indexes made upgrade including: access to land, transparency, time costs, informal costs and labor training. Five sub-indexes made decrease, including: market entry, fair competition, the dynamics and pioneering of the authority, business support services, legal institutions and security - order.
Dau Anh Tuan - Director of the PCI Program, Head of Legal Department, Vietnam Chamber of Commerce and Industry assessed that the conference showed the interest of the Provincial People's Committee for improving business investment environment and improving the provincial competitiveness index in the coming time.
According to Tran Minh Hai - Deputy Director of the Department of Planning and Investment, the Provincial People's Committee has an action plan to improve the PCI index for the period of 2018 - 2020, but it didn’t work well. Therefore, the province need develop a program to improve the PCI in the period of 2021 - 2025 and have a yearly assessment to learn from experience.
Le Huu Hoang - Permanent Vice-chairman of Khanh Hoa People's Committee: The province will establish a working group and develop an action program to improve the PCI in the period of 2021 - 2025. The target is set that Khanh Hoa will be in the top 15 provinces by 2025. To reach the target, localities must implement the administrative reform well, with an annual assessment associated with the responsibilities of the head and each official. In addition, it is necessary to increase the application of information technology in the settlement of administrative procedures to minimize financial costs and time for investors, regularly organize dialogues with businesses and enhance handling recommendations.
