Nguyen Thi Hoa (in Tan Phuoc Bac village, Van Phuoc commune) said that in 2019, her family was lent 80 million VND from the lending program to buy 2 breeding cows. 2 years later, the number of cows has increased to 6, promising a stable living for her family. Ho Van Dung (in Hoi Khanh village, Van Khanh commune) was excited to see the cows being cared for and healthy. In 2018, his family was borrowed with VND 50 million from the lending program to raise cows. Up to now, he has sold 3 litters of cows, bringing significant income to his family.
Before 2020, Van Phuoc commune was one of the difficult localities in the coastal area of Van Ninh district with a poverty rate of more than 11%. Having access to the credit program for production and business households in difficult areas has helped local people have more capital channels to do business. People borrow money mainly to develop livestock, convert crops, build economic models... Currently, the crediy balance of the program in the commune is about 11 billion VND, with about 250 borrowers. Nguyen Hung - Chairman of Van Phuoc Commune People's Committee shared, this credit program has brought practical effects, partly reducing the poverty rate of the commune from more than 12% in early 2016 to 2.45% in early 2021. The commune has been recognized as a new rural area in 2020.
In the beginning of 2021, the rate of poor households in localities benefiting from the lending program for production and business households in difficult areas has decreased sharply compared to 2016. The current poverty rates are 1 .91% in Van Khanh, 2.16% in Van Phuoc, 3.25% in Van Long, 2.15% in Dai Lanh and 5.15% in Van Thanh. According to the new rural construction roadmap of Van Ninh district in the period of 2021 - 2025, the communes Van Khanh, Van Long and Van Thanh strive to be qualified for the new rural area standards before 2025.
Nguyen Thanh Long - Director of the Transaction Office of Vietnam Bank for Social Policies in Van Ninh district, said that in the 2016-2020 period, the lending program for production and business households in difficult areas will continue to be implemented in 5 communes: Van Phuoc, Van Khanh, Van Thanh, Dai Lanh and Van Long. These are all difficult communes of the district with a poverty rate of more than 10%. Being supported with a maximum loan of 100 million VND in a loan period of 5 years has helped many households to carry out production and business models. In order to effectively implement the program, the department has closely coordinated with localities and organizations in the management and use of loans. From 2016 up to now, the transaction office has disbursed nearly 90 billion VND with about 1,990 borrowers. Currently, the credit balance of the program is more than 68 billion VND with 1,763 customers and without overdue debt. The loans are useful for many effective production and business models, contributing to raising incomes and creating jobs for rural workers.
In 2021, Van Ninh district has 4 communes to benefit from this program's capital, including Van Khanh, Van Thanh, Dai Lanh and Van Long. The district suggested that the province's VBSP adding capital sources to meet the borrowing needs of the people in the coming time.
