According to the Department of Planning and Investment, the draft project comprises into two phases. Phase 1 (2021 - 2023) will survey, select and exploit available night-time economic areas and services on the principle of ensuring connected traffic, beauty, order and environmental sanitation, minimizing the impact on people's lives and activities. Products and services for night-time economic development include: cultural and entertainment services, eating, shopping, night sightseeing, etc. These services are specified by activities such as entertainment, sea sports, night streets, pedestrian streets, shows, bars, discos, food streets, seafood markets, riverside pubs and coastal culinary space. In addition, this project also aims to form night markets with typical regional identities, organize sightseeing services at cultural and historical sites, major tourist areas... The project determines that, in phase 1, mechanisms and policies to encourage the development of the night economy must be built; regulations on management, investment, exploitation, business and services for the development of the night economy need to be applied.
Phase 2 (2024 - 2030) will focus on completing the orientation and model of night economic development of the province, calling for investment and implementation of projects for night-time economy development, including building a number of separate amusement and entertainment complexes separating from large-scale residential areas.

Tran Hoa Nam - Director of the Department of Planning and Investment said, after completing the draft project, the department has received 31 contributing documents from units, departments, branches and localities. Contributions focus on the evaluation and improvement of mechanisms as well as specific goals and orientations for the development of the night economy in the coming time. The development of the project is one of the important solutions to serve the goal of recovering tourism activities due to the impact of the Covid-19 epidemic, partly creating more products to attract tourists, develop tourism in particular and promote the economic development of the province in general.
Concluding the workshop, Tran Hoa Nam said that the Department of Planning and Investment will review all the contents of the project before submitting it to the Provincial People's Committee for approval. The draft project is a framework, a master plan and a long-term plan on services and economic activities taking place at night in Khanh Hoa in the period of 2021 - 2025 and up to the period of 2026 - 2030. The viewpoint of the project is inseparable from the day-time economy; it must be unified and complementary to the day-time economy.
