Positive economic growth
In the first 6 months of 2021, the Covid-19 epidemic broke out again in some localities in the country but with the leadership and direction of the Provincial Party Committee and the Provincial People's Committee as well as the outstanding efforts of businesses and people in the province, the province's socio-economic situation has undergone many changes. Compared to the same period last year, the province's gross domestic product (GRDP) was estimated to increase by 0.49%. This has been the first positive growth since the Covid-19 epidemic appeared in early 2020. Total retail sales of goods and services is estimated to increase by 9.1%; industrial production index is estimated to increase by 0.5%. State budget revenue is estimated at 7,439.6 billion VND, equaling 54.1% of the estimate and increasing 7.2% over the same period last year. In which, revenue from import-export activities is estimated at 1,050 billion VND, equaling 46.7% of the estimate and equaling 81.2% of the same period last year. Domestic revenue is estimated at 6,389.6 billion VND, equaling 55.5% of the estimate and increasing by 13.2% over the same period in 2020.
Over the past time, the Provincial Party Committee and Provincial People's Committee have focused on leading and directing the implementation of many drastic and appropriate measures to strengthen the prevention and control of Covid-19 epidemic, contributing to disease control in the province, ensuring health and stabilizing people's lives. At the same time, the authourities have actively supported and removed difficulties for production and business and ensured social security. The fields of culture, society, poverty alleviation, protection and care of people's health have been paid good care; information -communication and environmental protection are focused; national defense and security work are enhanced, social order and safety are ensured.
However, the Covid-19 epidemic continues greatly affecting people's lives as well as production and business, especially the service and tourism industries. Compared with the previous year, export turnover of goods is estimated to decrease by 6%; tourism revenue decreased by 39.7%; the number of guests decreased by 30.9%... Investment, production, business of enterprises and people's lives faced many difficulties...
More challenges
As the Covid-19 epidemic goes complicated, the Provincial People's Committee determined that in the coming time, there will be many challenges in completing the socio-economic development goals set out at the beginning of the year, especially for fields such as trade - tourism, agriculture, industry, import and export, budget collection, job creation...
The epidemic has been directly affecting the main sectors of the provincial economy, so investment activities will be affected in the short and long term. Tourism and hotel services saw a sharp drop in revenue. Some investment is likely to be delayed. Consumption of non-essential goods will drop sharply, causing production to stagnate and large inventories. For social development, workers are at risk of long-term job loss. Production support models are not likely to be replicated, affecting the income of households, especially poor and near-poor households.
According to Tran Hoa Nam - Director of the Department of Planning and Investment, based on the assessment of the socio-economic situation in the first 6 months of the year and difficulties as well as challenges in the coming time, the Provincial People's Committee has built and forecasted growth scenarios in 2021 due to the impact of the Covid-19 epidemic. Specifically, if the epidemic is controlled, the estimated GRDP in 2021 will increase by 4.4% compared to 2020; in which the agriculture, forestry and fishery sector increased by 2.7%, the industry and construction sector increased by 6.8%, the service and tourism sector increased by 2.5%. In case the epidemic is not controlled in 2021, the estimated GRDP for the year will only increase by 1.3% compared to 2020; in which the agriculture, forestry and fishery sector increased by 2.6%, the industry and construction sector increased by 5.2%, the service and tourism sector decreased by 2.9%.
Le Huu Hoang - Standing Vice Chairman of Khanh Hoa Provincial People's Committee said: In order to achieve the highest socio-economic targets in 2021, the Provincial People's Committee has directed departments, divisions, branches and localities to accelerate the implementation of the projects, tasks and solutions set out at the beginning of the year. In which are focusing on reviewing progress, implementing synchronously and effectively the main tasks and solutions for socio-economic development in the year, prioritizing the prevention and control of the Covid-19 epidemic. At the same time, the province will speed up the implementation of the provincial planning for the period of 2021 - 2030, with a vision to 2050. The Provincial People's Committee has also directed departments and branches to ensure social security policies and create jobs for local people; studied the policy of tuition fee exemption and reduction for students at all levels in the province and the policy to support staff at public preschools. In addition, the tasks of administrative reform, anti-corruption as well as measures to control and reduce traffic accidents must also be implemented drastically.
