According to the report of the Ministry of Finance, the total ODA capital planned to allocate to localities in early 2021 was VND63,709 billion, in which the targeted additional capital from the state budget was VND34,913 billion and the on-lending of capital for localities was VND28,796 billion. In the first five months of the year, the disbursed amount only reached 1.73% of the estimation, specifically 1,77% of the targeted additional capital from the state budget and 1,68% of the on-lending of capital for localities in particular. Currently, only 15 out of 63 localities have a disbursement rate of over 3%; 37 out of 63 localities have a disbursement rate of 0%.
Khanh Hoa Province by May 31 had disbursed more than VND27.2 billion of ODA capital, in which, the disbursement of the on-lending of capital from the state was VND13,8 billion (equivalent to 6,47% of the plan); disbursement of concessional loans was over VND13,4 billion (equivalent to 9,98% of the plan).
According to the report of the Ministry of Finance, Khanh Hoa has been 9th out of 15 provinces and cities in the country with the highest rate of ODA disbursement.
