Khanh Hoa boosting development of digital economy

 

Initial results

 

In recent years, the digital transformation in the province has initially contributed to the overall development of the province. Party committees, authorities, agencies and units have actively applied information technology (IT) in direction and administration. The province's data center and wide area network have been invested and upgraded. The province's shared systems such as official emails, document management, online public administrative service center, cadre - civil servant - public employee management system, local information application system management in the management of socio-economic infrastructure of the province... are implemented synchronously, stably and smoothly, connecting 3 administrative levels from province to commune and connecting with the central government.

 

Recently, the Ho Chi Minh National Academy of Politics in collaboration with the United States Agency for International Development Cooperation in Vietnam, the World Bank in Vietnam, and Indiana University (USA) held an online dialogue on local development in 2021 with the theme of implementing term goals in the new normal. According to the report of the Provincial People's Committee at the dialogue, up to now, 100% of local agencies from provincial level to commune level have invested in IT equipment, have installed LAN network and high-speed Internet connection; 28/28 agencies have connected with wide area network of the province; 100% of state administrative agencies from provincial level to commune level have deployed electronic one-stop software, serving the reception and settlement of administrative procedures. The whole province has integrated and publicized 1,828 administrative procedures with 2,096 implementation processes. The average rate of online applications for level 3 and 4 is over 50%. The rate of outgoing and incoming documents transferred on the network (completely electronic and both electronic and paper) have reached 98%.

 

 

 

 

Promoting green growth and sustainable development

 

According to Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, in order to promote development in the "new normal" state, in the coming time, the province will promote the development of the digital economy with a focus on developing digital technology enterprises, digital contents, creative industries, e-commerce and smart manufacturing. Specifically, the province will create favorable conditions to promote electronic transactions in providing public services, especially deploying an online payment platform to serve the people. At the same time, the province will develop mechanisms and policies to support and encourage start-ups to apply digital technology to create new products and services in socio-economic sectors and fields.

According to the Provincial People's Committee, when the Covid-19 epidemic occurred, Khanh Hoa has been severely affected not only in tourism, commerce, labor and employment but in industries and fields such as industry, agriculture, income budget, people's living standards and economic growth. In order to strive to fulfill socio-economic targets in 2021 and create a premise for the following years in the "new normal" state, in the coming time, the province will focus on prioritizing the prevention and control of the Covid-19 epidemic, strictly implement the solutions directed by the Government and the Prime Minister, continue to comply with the regulations on 5K and vaccination; activating scenarios of epidemic prevention and control, quickly tracing, zoning, testing, isolating, and stamping out epidemics related to positive cases.

In addition, the province will focus on promoting comprehensive digital transformation and digital economy development. Specifically, the province will accelerate the implementation of resolutions, programs, plans and projects to develop e-government towards digital government for socio-economic development; implement digital transformation in Party, State, Fatherland Front and socio-political organizations. The province aims to have 100% online public service level 4 by 2025 on smart devices to serve people and businesses dealing with state administrative agencies.

 

In particular, the province will focus on impulsing green growth and sustainable development. Specifically, the province will strengthen the transfer and application of science and technology to agriculture in the direction of increasing added value and sustainable development; focus on developing resources for offshore fishing, limiting inshore fishing vessels and doing aquaculture according to VietGAP standards. For industrial production, the province will promote clean industry, supporting industries, and build a "green industry". At the same time, the province will integrate the industrial development planning into the general plan of the province to distribute industrial space reasonably, promote the strength of linkages between regions, attract large projects...
