Indicators fell
In the first nine months of 2021, gross regional domestic product (GRDP) of the province decreased by 7.77% over the same period last year. The index of industrial production went down by 9.49%. Total retail sales of consumer goods and services were only 40,344.6 billion VND, 15.8% down over the same period. Tourism revenue was 1,957 billion VND, 44.5% down. Export turnover of goods was 947.5 million USD, down 7.8%. The State budget revenue at the end of September achieved more than 9,956 billion VND, equaling 71.2% of the estimate and 97.3% of the same period last year despite many efforts. Specifically, revenue from import and export activities reached 1,241 billion VND, making up 55.1% of the estimate and 71% over the same period; domestic revenue reached 8,559 billion VND, making up 74.4% of the estimate and increasing 2.8% over the same period. Budget balance expenditure of 9 months was more than 8,000 billion VND, equaling 73.4% of the plan.
The general economic development of the province in 9 months has very few bright spots, those are the disbursement of public investment compared to the capital plan assigned by the province, actually reaching 69.9% of the target (exceeding the Government's requirements) and the total social development investment capital reaching 36,050 billion VND, an increase of 2.2%...
According Tran Hoa Nam - Director of the provincial Department of Planning and Investment, in the past 9 months, the Provincial Party Committee and the Provincial People's Committee have focused on directing and implementing many drastic and appropriate measures to strengthen the prevention and control of the Covid-19 epidemic; actively supported and removed difficulties for production and business activities and ensure social security. However, the Covid-19 epidemic has caused many challenges in fulfilling the socio-economic targets set out at the beginning of the year. In particular, industries and fields such as trade, tourism, agriculture, industry, import and export, budget collection, job creation... will face many difficulties. In the last 3 months of the year, it is necessary to maintain the achievements in epidemic prevention and control, gradually restore economic development, ensure social security and order in the province.

Many solutions to recover

Besides, the province will review the progress, continue to implement synchronously and effectively the main tasks and solutions for socio-economic development; seek to expand the consumption market of agricultural and aquatic products to increase the efficiency of agricultural production, aquaculture and fishing. In particular, the province will drastically improve the business investment environment, review problems for handling or reporting to the authorities for consideration and resolution. Regarding investment, production, business and off-budget investment projects, the authorities at all levels facilitate investors to accelerate the implementation of projects. From now until the end of the year, depending on the actual situation, the Provincial People's Committee will consider and decide to resume of a number of business and service activities, stimulating domestic demand in association with strict control to ensure the epidemic prevention.
For the trade, service and tourism industries, from now until the end of the year, the province aims to build the image of "Khanh Hoa - a safe destination", gradually restoring production and business activities in the new situation; stepping up trade promotion, applying electronic payment transaction technology; looking for new markets to ensure output for production and business. In addition, the province continues to attract tourists and carry out linkages and cooperation in tourism development with provinces and cities in the country and with foreign partners.
In import and export activities as well as industrial production, the province actively grasps information about difficulties and problems of each group of industries, fields, and businesses to promptly assist in removing difficulties and obstacles for production and business; creates all favorable conditions for investors to accelerate the implementation of existing projects to be soon completed and put into operation, such as infrastructure of industrial zones and clusters, Van Phong 1 Thermal Power Plant...; attracting investment, production and business enterprises to contribute to creating jobs and creating new sources of income such as production factories in Trang E Industrial Cluster, Dien Phu - VCN Industrial Cluster and Ninh Thuy Industrial Zone, calling for investment infrastructure of Ninh Xuan and Tan Lap industrial clusters.
In addition, in the coming time, the province will focus on promoting disbursement of public investment capital, striving to disburse 100% of public investment capital in 2021.
Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that the solutions and key tasks in the last months of the year aim to recover and develop the economy and society as the Covid-19 epidemic has been controlled in the province, then contributing to the best implementation of the targets of 2021 and creating momentum for the growth in 2022.
