Improving efficiency of collective economy

Bright spots
 
VietGAP Nha Trang Cooperative was established in 2016 with 22 members and charter capital of 2.35 billion VND. On an area of 2.3ha, this cooperative specializes in producing and supplying VietGAP vegetable to the market with an annual output of about 120 tons; its products meet strict requirements to be present on the shelves of most supermarkets in the province. Up to now, the cooperative has invested automatic irrigation system according to Israeli technology; renovate vegetable preliminary processing factories, invest in cold storage to preserve vegetables, etc. This is also a stage that marks the change in the members' thoughts and actions. From a single place, they have joined together to expand their scale and apply safety measures in production to produce quality products and raise income from growing vegetable.
 
In Dien Khanh district, cooperatives specializing in rice have grown strongly over the past 20 years and have become a bright spot in building production models associated with value chains. Up to now, the district has 13 agricultural cooperatives in association with 4 enterprises to produce rice seed certified through contracts; the total area of linkage is up to 770ha/crop (1,540ha for the whole year); average yield is 64 quintals/ha, output is 98,560 tons/year. This linkage is through enterprises providing input materials (original varieties), guiding the production process and product consumption; and cooperatives represent their members to sign contracts with enterprises and production organizations under contracts. This linkage has helped cooperative members reduce production costs. Specifically, the amount of seed was sown from 180kg/ha to 120kg/ha; materials reduced by 20-30%... Through statistics, each hectare of rice seed gives 1.2 more times profit than normal rice production.
 
Recently, at a nationwide online conference summarizing the 20 years of implementing Resolution 13, Dinh Van Thieu - Vice Chairman of the Provincial People's Committee emphasized that the activities of cooperatives in Khanh Hoa are becoming more and more stable. On that journey, many new, linked and effective cooperatives appeared, gradually affirming the key role and position in the economic development of the locality. Agricultural cooperatives organize production, provide essential services for about 80% of members in terms of irrigation, materials, soil preparation, seeds, agricultural extension, harvesting and transfer of new techniques in production. In particular, the cooperative participates in the chain of production links associated with product consumption with businesses, supplying hundreds of tons of salt, vegetable, and certified rice varieties to the market each year. Up to now, the number of effective cooperatives accounts for about 60% of the total number of cooperatives.

Focusing on quality development
 
In the period of 2021-2025, the development of cooperatives associated with the value chain, green growth and sustainable development will be focused. At the same time, the cooperative economy is oriented for development, linking production and business with the product value chain, strengthening linkages with businesses, making practical contributions to economic, cultural, social development, and environmental protection, building friendly and civilized communities in rural areas. Khanh Hoa sets a target that by 2025, 60% of cooperatives will operate well or more; 30% of cooperatives have links with other enterprises and collective organizations; 100% of staff of agricultural cooperatives are trained and fostered to improve their management and professional skills; 20% of cooperative managers have university or college degrees or higher. In particular, policies will focus on supporting and building 16 cooperative models applying high technology according to VietGAP standards, organic products associated with value chains, sustainable development; supporting 60 workers with college or university degrees or higher to work for a definite time at cooperatives and unions of cooperatives.
 
To accomplish the set goals, in the coming time, the province will give priority to the development of large-scale cooperatives associated with raw material areas and value chains of agricultural products; producing and trading OCOP products; application of standards and regulations on high-tech and smart agricultural products; innovation and digital transformation and climate change adaptation.
 
At a nationwide online conference to summarize 20 years of implementing Resolution 13 on continuing to innovate, develop and improve the efficiency of the collective economy, Khanh Hoa proposed that the Central Government study and put policies to support and prioritize the collective economy. State's incentives in the Law on Cooperatives into a chapter to improve the efficiency and quality of the cooperative's operations and in line with current practical requirements. At the same time, the province requested the Ministry of Finance to soon issue specific instructions on the mechanism and procedures for payment and settlement to implement the policy of supporting investment in cooperative infrastructure; policies to support young cadres for cooperatives according to Decision No. 1804 dated November 13, 2020 of the Prime Minister, thereby helping the locality to have a legal basis for implementation.
 
By September 2021, Khanh Hoa has 101 agricultural cooperatives. In which, there are 79 farming cooperatives, 5 livestock cooperatives, 6 fisheries cooperatives, 5 farming cooperatives, 3 salt production cooperatives and 3 general cooperatives. The cooperative has a total of 40,366 members. The total operating capital of the cooperatives is nearly 174 billion VND, the average revenue of each cooperative is 1.5 billion VND/year; the average income of regular workers in the cooperative is 130 million VND/person/year.
 
In addition, the province has 180 cooperative groups with 2,700 members. Each group has a revenue of VND 500 million/year and a profit of VND 50 million/year. They are increasingly expanding its scale and orienting to develop into a cooperative in the future.
