New policy

In the period of 2017 - 2020, policies to support for the development of agricultural and rural production are implemented throughout the province, including support for crop conversion. About 4,000ha of inefficient crops are converted by farmers to crops with better economic efficiency like vegetables, beans, fruit trees, etc. Nearly 2,000 hectares of the converted land can access to support and encouragement policies of the State. The main form of support is seeds, fertilizers, labosr, irrigation system, etc.

In 2021, in the process of formulating the next policy, the province will allow temporary crop conversion to apply according to the provisions of the 2017-2020 period. By April 2022, the provincial People's Council will issue Resolution No. 03 on policies to support crop conversion in the province. Instead of supporting all localities like the previous policy, the general spirit of Resolution 03 is that the State supports organizations and individuals to convert crops in difficult areas; consistent with the land use planning and crop conversion plan of the province. The State provides a one-time subsidy of 50% of the cost of purchasing seeds, fertilizers and plant protection drugs according to the technical process; a one-time support of 30% of the cost of materials to build a new, advanced and water-saving irrigation system for crop transformation.

Localities registered to convert

According to the Rural Development Sub-Department of the province, up to this point, the sub-department has received the plan to support crop conversion in 2022 of the districts Khanh Son, Cam Ranh, Cam Lam and Khanh Vinh. Specifically, farmers in Khanh Son district registered to convert more than 80ha of mixed-crop gardens and inefficient crops to growing durians, including 16.5ha in Ba Cum Bac commune, 15ha in Son Lam commune, 14ha in Thanh Son commune... Khanh Son district asked the provincial budget to support more than 2.7 billion VND. In Cam Ranh, farmers in Cam Phuoc Dong commune registered to convert 3 hectares of inefficient annual crops to vegetables and beans and 5 hectares of perennial crops to mangoes. The conversion cost is 823 million VND, 352 million VND of which is from the provincial budget, the rest is reciprocal from the people. In Cam Lam district, up to now, farmers have registered to convert 12.1ha of ineffective perennial crops in 2 communes: Son Tan and Suoi Cat to grow mangoes, bananas, coconuts, durians... with total conversion cost of 383 million VND.

In Khanh Vinh district, crop conversion activities in recent years have been quite active. Luong Nguyen Nhat Truong - Head of the Economic Division of the district said that after deploying to communes and townships, so far, Khanh Nam and Khanh Phu communes have registered to convert a total of 7.7ha of inefficient perennial land to growing durians, green-skinned grapefruits, oranges, and jackfruits. The total cost of implementation is 681 million VND.

Up to now, on the basis of consultancy from relevant departments and branches, the provincial People's Committee has targeted for 3 localities Khanh Son, Cam Ranh and Cam Lam to spend more than 3 billion VND to support people to transform plants in a timely manner, with the right objects, in accordance with regulations. Recently, the provincial Department of Agriculture and Rural Development has also sent an official dispatch to supplement the proposed support area of ​​Khanh Vinh district for the provincial Department of Finance to summarize and advise the Provincial People's Committee to consider and decide.

As planned, in the period of 2021-2025, the whole province will convert more than 8,000 hectares of crops. In which, the difficult areas is expected to convert 4,576 hectares. The State budget is expected to spend about 274 billion VND to implement this policy for people in difficult areas.
