According to the recently released 2022 Provincial Competitiveness Index (PCI) report by the Vietnam Chamber of Commerce and Industry (VCCI), Khanh Hoa's ranking climbed 28 notches compared with the year 2021 to be listed among the top 30 cities and provinces with the best management quality in 2022.
Highest scores and ranking ever achieved
Compared with other provinces in South Central Coastal region and the Highlands, Khanh Hoa's PCI ranked 2nd after Da Nang and 3rd in the Central Coast region (from Thanh Hoa to Binh Thuan). This is the highest scores and the highest ranking ever achieved in Khanh Hoa since 2012.
PCI showed much improvement in the index of Entry Costs, Access to land, Transparency, Time Costs, Informal Charges, Policy Bias, Proactivity, Business Support Policy, etc. The encouraging results were thanks to much effort of the entire political system, ensuring favorable conditions for businesses to operate and tackle problems facing investors and entrepreneurs. Provincial leaders joined the business coffee program and dialogues between entrepreneurs at home and abroad and economic structure transfer in accordance with the new situation in the direction of modern industry and service.

In 2022, GRDP of Khanh Hoa increased by 20.7% compared with 2021 and ranked first in terms of growth rate. In the first quarter of 2023, with a remarkable growth rate of 9.07%, Khanh Hoa has become one of the top five provinces and cities nationwide with high growth rates (together with Hau Giang, Binh Thuan, Hai Phong, Ca Mau).
According to Nguyen Thanh Hai, General Director of Khanh Hoa Salanganes’ Nest Company, Limited, Chairman of the Provincial Young Entrepreneurs’ Association, the Provincial People's Committee has provided favorable conditions for the entrepreneurs’ community in production and business. Since the Covid-19 pandemic was under control, the province has facilitated business recovery and promotion. Especially, the province has connected with businesses in India, Dak Lak, central coastal provinces to open up new markets and business cooperation prospects for businesses in the province.

Le Huu Hoang, Standing Vice-chairman of Khanh Hoa Provincial People's Committee said that the high increase in PCI in 2022 is thanks to great efforts of departments and agencies in the province, especially drastic direction of the Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Committee in improving the business environment, competitiveness and administrative procedures reform. The province has also enhanced the role and responsibility of the leaders; promote the dynamism and creativity of leaders at all levels to support and develop enterprises.

Chau Ngo Anh Nhan said that in 2023, the Department of Planning and Investment will continue reviewing detailed evaluation of each component index and survey data in 2022 to provide consultancy for the implementation of measured taken in the coming time as well as strengthen supervision and inspection of the implementation of the PCI improvement plan issued by the Provincial People's Committee.
According to Le Huu Hoang, in 2023, in order to maintain and further improve PCI, the province has held a conference to announce investment planning and promotion; built the District and Department Competitiveness Index. (DDCI). Besides, the province will put into operation the Provincial Public Administration Service Center; build the Provincial Investment Promotion Center; focusing on promoting substantive administrative reform solutions, improving the Public Administration Reform Index (PAR INDEX), Satisfaction Index of Public Administrative Services. (SIPAS), PCI and Provincial Governance and Public Administration Performance Index (PAPI) to improve and create an open and favorable business and investment environment to promote effective investment attraction; focus resources on effectively implementing the Digital Transformation Plan in 2023.
The Vietnam Federation of Trade and Industry (VCCI) and the US Agency for International Development in Vietnam (USAID) has introduced and published the Provincial Green Index (PGI) for the first time. PGI is a set of indicators to evaluate and rank environmentally friendly localities from the perspective of business practices. The top 3 provinces in terms of PGI included Tra Vinh, Lang Son and Bac Ninh. Khanh Hoa’s PGI ranked 34th out of 63 cities and provinces nationwide.
