Ninh Hoa gradually developing synchronous and modern urban areas

Focus on increasing urbanization rate

Ninh Hoa has 7 wards/27 commune-level administrative units with a total urban land area of ​​nearly 8,929 hectares, accounting for 7.67% of the town's natural area, of which urban residential land area is nearly 486.4 hectares, accounting for 5.45% of urban land area and 24.23% of land area in the entire town. Currently, the town is a fourth class urban area with 7 wards and 4 communes of Ninh Tho, Ninh An, Ninh Xuan and Ninh Sim meeting fifth class urban criteria. The town strives to basically meet third class urban criteria by 2030. The town urbanization rate reached 55.45% in 2020, 55.61% in 2021, 55.77% in 2022 and about 56% in 2023.

.Le Minh Tam - Vice Chairman of Ninh Hoa Town People's Committee said that in recent years, the Central Government and the province have been investing in many synchronous traffic projects; National Highway 1, National Highway 26, National Highway 26B and many provincial roads, inter-commune roads, and urban roads have been invested in upgrading and regularly maintained to serve the socio-economic development of the town.

In 2024, the town has focused on investing in projects to create momentum for urban development to improve low standards of transportation, infrastructure, electrical lighting system for inter-commune roads, Provincial Road 7 and National Highway 1. In addition, in the town there are new residential infrastructure projects that have been completed such as residential areas of Phuoc Da 1, My Le, Van Thien, and Vinh Thanh. At the same time, the town continues to inspect, review, and prioritize investment in framework infrastructure projects and key transportation works for urban development; new urban area and social housing development projects; urban technical infrastructure works; establish and adjust zoning plans, detailed plans, and general construction plans for communes in the area to ensure compatibility with the socio-economic development situation.

Urban development connected with economic zones

Currently, Ninh Hoa town has 9 communes and wards planned to be located in Van Phong Economic Zone (EZ). In recent years, the urban development of Ninh Hoa town has always been associated with the development orientation of Van Phong Economic Zone. The development space of the entire north-eastern sub-region of the town in the South Van Phong area serves as a logistics service center and provides human resources for economic, tourism and industrial activities along Van Phong Bay. Therefore, the pace of investment as well as urbanization is increasingly accelerated.

At the preliminary conference of 3 years of implementing Resolution No. 05 dated January 11, 2021 of the Provincial Party Committee on the development of Van Phong Economic Zone in the period of 2021 - 2025, Vo Ngoc Minh - Standing Vice Chairman of Ninh Hoa Town People's Committee said that to develop in the right direction, effectively promote resources, potentials, strengths, and synchronously connect with the development of Van Phong Economic Zone, the town determines planning and planning management as in strategic issues, we need to focus on implementation. In the immediate future, the town focuses on directing and completing the project on adjusting the general planning of Ninh Hoa town to 2040 and reviewing and adjusting a number of zoning and detailed planning projects. Accordingly, the scope of preparing the project on adjusting the general planning of Ninh Hoa town includes the entire town boundary, including a part of the town's area (about 18,197 hectares) belonging to Van Phong Economic Zone. For this area, the town will implement urban planning to ensure updating, coupling and inheritance in accordance with the contents within the scope of the project on adjusting the general planning for construction of Van Phong Economic Zone until 2040, vision to 2050; closely coordinate with the Van Phong Economic Zone Management Board in planning 6 functional subdivisions. The town also orients town space development planning to connect with strategic projects of the South Central Coast - Central Highlands region, Khanh Hoa province and Van Phong Economic Zone.

According to Mr. Minh, the project on adjusting the general planning of Ninh Hoa town to 2040 is being organized by Ninh Hoa Town People's Committee to collect opinions from agencies, units, and communities in the area, expected to be completed in October 2024. At the same time, Ninh Hoa Town People's Committee is developing a project to establish 7 communes into wards and zoning plans (scale 1/2,000) in the area to contribute to ensuring the criteria for building the province into a centrally run city by 2030. The town has been focusing on coordinating and implementing site clearance for investment projects such as expressway on Van Phong - Nha Trang section; Khanh Hoa - Buon Ma Thuot Expressway; upgrading and expanding DT 652B and DT 652D routes; upgrading and expanding Provincial Road 1B; Coastal road from Van Luong commune, Van Ninh district to Ninh Hoa town... The town will focus on effectively implementing the urban development program to ensure synchronous and modern urban development associated with promoting potential and strengths of each locality, then contributing to completing urban criteria to realize the goal according to the province's urban development program by 2030, Ninh Hoa will become a district of a centrally run city.
