Removing difficulties for agricultural projects

Due to many reasons, especially the change in support, compensation and resettlement policies when the State reclaims land, the progress of site clearance for some agricultural projects in Khanh Hoa province has been delayed. Currently, People's Committee of Khanh Hoa Province, the provincial Department of Agriculture and Rural Development and localities are focusing on removing obstacles and speeding up the progress of site clearance.

In 2024, the Department of Agriculture and Rural Development was assigned by the Provincial People's Committee and the Ministry of Agriculture and Rural Development to be the investor of the projects: Son Trung Reservoir (Khanh Son District); Cha Rang Reservoir (Ninh Hoa Town) and Khanh Hoa Large Fisheries Center (Cam Ranh City).

Perspective of Cha Rang Reservoir

According to reports from localities, the implementation of support, compensation and resettlement procedures to implement projects in the past has encountered many difficulties due to changes and supplements in support, compensation and resettlement policies when the State reclaims land. Many dossiers have completed the statistics, measurement, and list of support and compensation, but due to policy changes, they must be redone from the beginning to comply with new regulations.

Son Trung Reservoir project is expected to be constructed from August 2024 to August 2026. Son Trung Reservoir has a total investment of VND 265 billion, a total capacity of 2.74 million m3, with the task of supplying domestic water to about 20,000 people; providing irrigation water, increasing the area of 2-crop cultivated land for 140 hectares of agricultural land and contributing to cutting and mitigating floods in the downstream area.

The Cha Rang reservoir project has a total investment of more than 400 billion VND; the site clearance area is nearly 100 hectares; construction time is from December 22, 2023 to December 20, 2025. The Cha Rang Reservoir has a total investment of more than VND 400 billion, a capacity of approximately 6 million m3, providing water for about 250 hectares of aquaculture; irrigating 380 hectares of rice and crops, fruit trees, etc.

Khanh Hoa Large Fisheries Center has an area of over 65 hectares, including 50 hectares of water surface. The center has invested synchronously in items, including fishing port, storm shelter, fish market, cold storage system, etc. In phase 1, the Department of Agriculture and Rural Development will carry out site clearance, leveling, dredging, embankment, water supply and drainage.

At a recent meeting with the provincial Department of Agriculture and Rural Development and localities to remove difficulties for new agricultural projects, Tran Hoa Nam - Vice Chairman of the provincial People's Committee requested the People's Committees of Ninh Hoa town and Khanh Son district to urgently complete the compensation and resettlement support plan; focus on handing over the site in each phase, each area, especially for areas where important items of the project are being constructed.
