Efforts to overcome difficulties
Le Ngoc Thach - Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Cam Ranh City said that, implementing the direction of the Provincial People's Committee, the People's Committee of Cam Ranh City has urgently completed the dossier of the Cam Ranh City Urban Development Program to 2030, with a vision to 2045. Accordingly, the city has reviewed the current status and level of urban infrastructure development; identified the missing criteria and standards according to the criteria and standards of type II urban areas, of districts, as well as communes expected to establish wards. Specifically, the city has assessed according to the standards of type III urban areas and determined that there are 20 standards that have not reached the minimum score (still in arrears). Assessed according to the standards of type II urban areas, the whole city has 24 standards that have not reached the minimum score; 15/15 communes and wards have not met the standards of a type II urban area. According to the district standards, the whole city has 14 standards that have not reached the score; 15/15 communes and wards have not met the district standards. Cam Ranh City People's Committee is reviewing and preparing a project to upgrade 6 communes into wards and arrange existing wards that do not meet the standards of wards belonging to districts, especially the area standards.
According to the leader of the Cam Ranh City People's Committee, the biggest difficulty at present is that the city must simultaneously implement 2 urban development goals in less than 6 years. Some wards and communes have not met the standards of administrative units in terms of area, population, etc. Not to mention that some communes and wards are located in important security and defense areas. Construction investment projects to overcome the criteria and standards require huge investment capital and expenses, urgent progress, but must still ensure implementation according to the prescribed processes and procedures.

Mobilizing social investment capital
According to Le Ngoc Thach, to achieve the specific goals set out, Cam Ranh needs a total investment capital of VND 220,039 billion. Of which, the budget capital is VND 25,428 billion, and non-budget capital is VND 194,611 billion. The city has identified key groups of projects that need to be implemented soon. The current difficulty is that the roadmap to achieve type II urban status as planned is 2028, while many important standards take a long time to achieve such as population growth rate, urban population density, non-agricultural labor rate in the urban area, etc. Therefore, in addition to investment capital from the provincial budget, in the coming time, the city will strive to call for investment from non-budgetary capital, mobilize social resources to soon bring Cam Ranh to meet the standards and criteria for becoming a district.
Talking to reporters, Lu Thanh Hai - Member of the Provincial Party Standing Committee, Secretary of Cam Ranh City Party Committee said that in order to thoroughly carry out the tasks for Cam Ranh to meet the standards and criteria for becoming a district, Cam Ranh City Party Committee has established a Steering Committee to build Cam Ranh City into Cam Ranh District by 2030 and held the first meeting at the end of October 2024. In the immediate future, the City People's Committee must determine the direction and tasks of urban development to build the Cam Ranh City Urban Development Program to 2030, with a vision to 2045 in accordance with the approved plans; at the same time, review the indicators and data to have a scientific and appropriate implementation roadmap. The urban development program must have a roadmap, focus, key points, identifying what needs to be done first and what needs to be done later. In particular, it is necessary to identify solutions to overcome difficulties in completing the criteria, and propose them to the province and the Central Government for timely support and guidance. Urban development is one of the contents that the Standing Committee and the Executive Committee of the Cam Ranh City Party Committee are orienting to include in the content and program of the 13th City Party Congress, term 2025 - 2030.
