In order to improve the business environment and enhance competitiveness in 2025, Khanh Hoa Province People's Committee has proposed drastic solutions to facilitate enterprises to produce and do business, attract new investors, and contribute to the implementation of the province's socio-economic development goals.
In 2024, the province attracted 26 non-budget investment projects with a total registered capital of more than VND 50,654 billion, and adjusted to increase capital for 17 projects with a total registered capital increase of more than VND 3,089 billion, and revoked 5 investment projects that did not ensure implementation progress with a total registered capital of VND 5,346.4 billion. For the group of key non-budget projects, the province signed a memorandum of cooperation at the conference on announcing the planning and promoting investment in Khanh Hoa province in 2023. Up to now, 2 projects have completed the procedures for approving investment policies, and 10 projects are implementing related procedures. The whole province also granted new certificates of establishment to 1,834 enterprises with a total registered capital of VND 11,656 billion. In the first 2 months of 2025, the whole province attracted 4 more non-budget projects with a total registered capital of VND 7,117 billion. From now until the end of the year, many projects in the province with a total capital of tens of thousands of billions of VND will be granted investment certificates.

To achieve this result, in recent times, the provincial departments, branches and sectors have actively coordinated to resolve recommendations and difficulties for enterprises, improving the effectiveness of state management, thereby, contributing to improving competitiveness, creating an effective investment and business environment, creating strong investment attraction results to complete the set political goals.
Chau Ngo Anh Nhan - Director of the Department of Finance said that for the difficulties and problems of enterprises, the Department of Finance is coordinating with departments and sectors to handle them in the spirit of resolving them according to the right authority when there are recommendations. However, the work of grasping and removing difficulties and problems for enterprises needs to be focused on improving in the direction of handling them thoroughly, the resolution time must be shortened much more in the coming time. At the same time, further promoting the effectiveness of the Provincial Steering Committee for Investment Promotion and Enterprise Support.
According to the assessment of the Provincial People's Committee, although the improvement of the business environment and competitiveness has achieved many positive results in the past, there are still limitations that need to be overcome. The coordination between departments, branches and localities is not really synchronous, and some tasks have not been implemented effectively. It is forecasted that in 2025, the province will continue to face intertwined difficulties and challenges. In order to maintain growth momentum, the provincial People's Committee requires departments, branches and localities to identify improving the business environment and enhancing competitiveness as key tasks; focus on removing difficulties, promoting business development, and creating more driving force for the province's economy. In particular, departments, branches and localities need to proactively review and report to competent authorities to thoroughly remove barriers and bottlenecks to investment and business activities of enterprises; not to let recommendations, difficulties and obstacles of enterprises and investors linger and prolong; strengthening discipline and order in disbursing public investment capital; considering timely rotation and replacement of heads of agencies and units that do not complete the task of disbursing public investment capital.

In addition, the provincial People's Committee also requested departments, branches, sectors and localities to proactively research and continue to review conditional business lines under their management; recommending competent authorities to remove from the list of conditional business lines industries that can apply other more effective management measures. Along with that, the province has solutions, preferential policies and mechanisms to attract, transfer and master high technology, new and advanced technology.

The results of the DDCI are used as a measure for the Provincial People's Committee to assess the economic management capacity of local authorities, departments, branches, and sectors of the province and score the annual emulation. In 2025, departments, branches, and localities must focus on administrative reform, improve the business investment environment; shorten the time to handle administrative procedures.
