Van Ninh step by step implementing the goal of Resolution No. 09

To realize the goal of becoming a high-class coastal tourism city, in recent years, Van Ninh district has focused on synchronously and drastically implementing Resolution No. 09 of the Politburo on building and developing Khanh Hoa province until 2030, with a vision to 2045 and resolutions of the Central Government. Up to now, the district has achieved important results in all fields, especially planning, attracting investment and developing infrastructure...

Efforts to implement planning and attract investment

According to Nguyen Thanh Son - Vice Chairman of Van Ninh District People's Committee, implementing Resolution No. 09, the district has issued many documents and strengthened propaganda to create high consensus among the people. At the same time, the district has closely coordinated with departments and branches to develop the planning of Van Phong Economic Zone until 2040, with a vision to 2050 in accordance with Resolution No. 09 and approved by the Prime Minister with 13 sub-zones covering 12/13 communes and towns of the district (except Xuan Son commune). On that basis, the district has established sub-zone plans, in which priority is given to establishing sub-zone plans serving key projects according to the memorandum of understanding of investors registered with the Provincial People's Committee. Notably, sub-zone 3 is the Dam Mon high-class seaport, urban, tourism and resort center with an area of ​​4,127 hectares; sub-zone 8 is the Co Ma - Tu Bong tourist urban area of ​​over 5,500 hectares; sub-zone 1 is the Hon Lon island eco-tourism area of ​​over 4,900 hectares; sub-zone 2 is Khai Luong Mountain Tourist Area of ​​over 2,100ha... At the same time, to ensure consistency and conformity between planning levels, the district has adjusted the land use planning until 2030 and has been approved by the Provincial People's Committee.

In addition, the district has organized and participated in many programs and activities to attract investment; promoted administrative reform, improved the investment and business environment and actively implemented digital transformation; in particular, focusing on digitization, updating specialized and sectoral databases, especially digitizing household registration, reaching 100% of the target and completing 4 months ahead of schedule. Administrative reform, improving governance capacity, and public administration have many positive changes, creating a favorable environment to attract investment resources for development. In 2024, the district's administrative reform index ranked 4th out of 8 districts, towns and cities. From 2022 to now, the district has attracted 4 new projects and has been approved for investment policy.

Developing infrastructure

In order to soon turn the northern Van Phong area into one of the modern marine economic centers, tourism, international transit ports associated with logistics services, trade, high-tech industry, etc., Van Ninh district has focused on developing infrastructure. Notably, in March 2023, the traffic route from National Highway 1 to Dam Mon (Van Thanh commune) with a length of 14.3km, a road surface of 24m wide with 6 lanes, a total investment of nearly 1,000 billion VND was inaugurated and put into operation. The road helps connect traffic in the area, gradually completing the infrastructure of the area north of Van Phong Economic Zone; enhancing the attractiveness of investment attraction, contributing to creating momentum for local socio-economic development. At the same time, the district has mobilized the entire political system to carry out site clearance work, promptly handing over to the construction unit to implement the North-South expressway project (section through the district). Thanks to that, up to now, the project has been completed and put into use, creating connections with traffic in the north of Van Phong Economic Zone. The district also closely coordinated with departments, branches and sectors to implement phase 2 of the Van Phong International Transit Port Road Project with a total investment of more than 292 billion VND. Up to now, the project has reached 80% of the workload.

Currently, the district is coordinating with departments, branches and sectors to urgently implement many key public investment projects such as the coastal route from Van Luong commune to Ninh Hoa town with more than 2,031 billion VND; upgrading and renewing Provincial Road 6 - DT.651G phase 2 with more than 85 billion VND; relocation and resettlement of the area east of Tran Hung Dao street (Van Gia town) with more than 261 billion VND; Van Thang resettlement area phase 1 with more than 1.4 billion VND; expanding the technical infrastructure of Ninh Ma resettlement area phase 2 over 325 billion VND... In addition, the district is urgently implementing the contents to accelerate the implementation of a number of non-budget projects, remarkably, the Hon Ngang - Bai Cat Tham marine eco-tourism project: over 25,253 billion VND; Bai Ong Hao tourist area: over 53 billion VND; Bai Ong Nghi tourist area: over 149 billion VND; North Van Phong general port: over 417 billion VND...

Nguyen Thai Nguyen - Standing Deputy Secretary of Van Ninh District Party Committee said that after 3 years of implementing Resolution No. 09 of the Politburo, the district has achieved important results. In particular, the planning has been completed, investment attraction has been promoted and 11 investors have signed memorandums of understanding in the fields of industry, seaports, urban areas and tourism. In particular, infrastructure has been invested synchronously and modernly; specific mechanisms and policies have been implemented and gradually put into practice, creating a breakthrough in the socio-economic development of the district. In the coming time, the district will continue to coordinate to synchronously and effectively implement tasks to soon realize the goal of becoming a high-class coastal tourism city in the spirit of Resolution No. 09 of the Politburo.
