Khanh Hoa accelerating public investment disbursement

Khanh Hoa province has just over a month left to complete the target of disbursing at least 50% of the public investment plan for the first 6 months of the year. This requires the strong and synchronous participation of the entire political system because without drastic and breakthrough solutions, the disbursement pressure will be concentrated in the last months of the year.

To speed up the disbursement of public investment capital, the Department of Finance recommends that the Provincial People's Committee direct investors to promptly complete the procedures for appraisal, approval of designs, estimates and selection of contractors; at the same time, request contractors to increase human resources and equipment for continuous construction, acceptance and completion of payment documents. Investors must regularly inspect the site, assess the level of work completion, and link disbursement results to individual and unit responsibilities. For projects that are behind schedule and have long-term problems, it is necessary to promptly review and evaluate them to find appropriate solutions.

The Provincial People's Committee also directed departments, branches, localities and investors to promote responsibility, focus on leadership, direction and drastic management in the disbursement work of units and localities; focus on thoroughly resolving difficulties in site clearance, especially determining specific land prices, organizing compensation payments and resettlement support. Localities proactively issue appropriate support regulations to create consensus and speed up site handover.

Vice Chairman of the Provincial People's Committee Tran Hoa Nam said that the province has requested a review of the disbursement capacity of each project. Any project that is unable to disburse or is behind schedule will have its capital transferred to projects with better demand and progress to optimize the efficiency of resource use. Units still facing difficulties need to promptly report to the Department of Finance for handling. In the coming time, the Provincial People's Committee will work directly with each locality to promote disbursement according to plan.
