During the 2020 - 2025 term, Khanh Hoa province has built breakthrough mechanisms and policies to encourage and promote the strong development of renewable energy sources to replace fossil energy sources to the maximum, forming a renewable energy center of the whole country. Renewable energy projects in the province have actively contributed to ensuring national energy security, contributing to promoting the province's economy to continue to grow, belonging to the high growth group in the country.
Turning disadvantages into advantages
With the right policies to attract investment; turn difficulties, disadvantages, challenges into opportunities and advantages for development; effectively exploit natural resources from sunlight and wind to develop renewable energy, promote growth of economic sectors, attract the attention of many strategic investors and mobilize many social capital sources for investment and development. Energy projects have been invested and promoted effectively, creating new momentum, new resilience in economic restructuring, creating opportunities for faster development.

As of June 2025, the southern region of Khanh Hoa has 57 renewable energy projects with 3,749.942 MW, including 11 hydropower projects with a capacity of 329.5 MW; 11 onshore wind power projects with a capacity of 667.25 MW; 35 concentrated solar power projects with a capacity of 2,466.79 MW and 286.4 MW of rooftop solar power; the electricity output to the national power system is 8.7 billion kWh, accounting for 6.69% of the total electricity output of renewable energy nationwide (130 billion kWh), contributing to ensuring national energy security.
The northern region of Khanh Hoa also possesses abundant energy resources, from existing projects to untapped potential, clearly shaping the role of the energy center of the region and the whole country. Currently, the northern province has 9 renewable energy projects with a total capacity of 580.6 MW in effective operation. Along with that, the BOT Van Phong 1 Thermal Power Plant with a total capacity of 1,320 MW annually supplies the national grid with about 9 billion kWh through the 500kV Van Phong - Vinh Tan transmission line system, contributing about 3% of the national electricity.
Promoting growth, reducing greenhouse gas emissions
The above figures affirm the significance and importance of the breakthrough solution to form and develop the province's renewable energy center. This is a breakthrough solution to fully and effectively exploit renewable energy resources in areas rich in renewable energy resources (wind, solar) and have suitable land funds for exploitation with little competition with other land use needs.
Energy and renewable energy projects contribute to increasing the value of land use for land areas, especially arid, barren land that cannot be developed for agriculture; especially optimizing the use of land for salt production combined with energy development (wind power) and agricultural land combined with energy development. For example, BIM Group has started and completed 3 solar power plants BIM 1, 2, 3 since 2018, reaching a total capacity of 405MWp by 2020. In September 2021, BIM Group put the BIM Wind Power Plant with a total capacity of 88MW, with an investment capital of 3,110 billion VND into operation, officially completing the green economic complex producing clean salt and renewable energy with a total investment of 12,000 billion VND, helping to optimize the value of land resources, limiting the impact on people's lives. The proportion of tax revenue from the energy sector is increasingly accounting for a large proportion of the total domestic revenue structure managed by the tax sector. Typically, the BOT Van Phong 1 Thermal Power Plant contributed VND 1,107 billion to the local budget in 2024; in the first 6 months of 2025, contributed more than VND 506 billion to the local budget; Or, in 2024, renewable energy projects accounted for ¼ of the total budget revenue of the old Ninh Thuan province, creating jobs for about 18,505 workers in the province. At the same time, contributing to the development of industry and supporting industries in the province. In addition, completed renewable energy projects connected to the national grid contribute to reducing greenhouse gas emissions with an emission reduction rate of 97.9% compared to the use of traditional electricity (coal power) and implementing the goals of responding to climate change, protecting the environment and ensuring national energy security. Promoting and encouraging the development of renewable energy and clean energy in the province contributes to adapting to climate change and Vietnam's commitment at the COP26 Conference, aiming at the goal of energy transition to bring net zero emissions by 2050. Energy projects have been invested and promoted effectively, creating new momentum and new resilience in economic restructuring, creating opportunities for faster development.
National Energy Capital
On July 14, 2025, the Provincial Party Committee issued Resolution No. 01-NQ/TU on double-digit economic growth in the 2025 - 2030 period with the goal of soon turning Khanh Hoa province into a centrally-run city by 2030. In particular, the resolution sets out the goal by 2030: Developing Khanh Hoa into a national power energy center.
To achieve the above goal, the Provincial Party Committee identified energy - one of the four pillars of economic growth, contributing significantly to budget revenue; The province's energy sector growth rate will increase by an average of 20% per year in the period of 2026 – 2030; strive to put 14,000 MW into operation by 2030, of which 8,200 MW will be put into operation in the period of 2025 - 2030 (2,300 MW of concentrated solar power, 1,800 MW of onshore wind power, 1,500 MW of LNG gas power; 2,400 MW of pumped storage hydropower and other types of electricity) and develop the province into a national power center.
The province also aims to attract investment in the following order: Solar power, wind power, gas power (LNG) and nuclear power. Specific locations include the communes of Vinh Hai, Phuoc Dinh and surrounding areas (nuclear power); Thuan Nam, Thuan Bac and surrounding areas (solar power, wind power, LNG); Bac Ai, Ninh Son and neighboring areas (storage power); Van Phong Economic Zone (LNG).
Currently, the province is accelerating the implementation of the construction steps of the Ninh Thuan 1, Ninh Thuan 2 Nuclear Power Plant projects and component projects, along with a number of special mechanisms and policies applied to the province to implement the projects. It is expected that by 2031, when Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants are put into operation, the province will have an additional 4,800 MW of clean energy. At the same time, the province is accelerating the implementation of important power source projects, priority investment projects until 2030, especially the Bac Ai, Phuoc Hoa pumped storage hydropower projects, LNG Ca Na... In addition, the province continues to effectively implement the Party's policies, the State's policies and laws, programs, projects, plans, plans... related to the development of green, clean energy and renewable energy. In particular, the province is urgently proposing and implementing the project of an inter-regional industrial service center, renewable energy service center; developing a green manufacturing industrial complex, supporting industry; a green industrial center - NetZero; a semiconductor chip manufacturing center, AI technology; a national, regional, and world data center... according to the direction of General Secretary To Lam in Notice No. 113-TB/VPTW dated December 13, 2024 of the Central Party Office. This is a favorable condition to turn Khanh Hoa province into the largest energy center in the country and the "clean energy capital of Vietnam" in the coming time.
To complete the set goals, in the coming time, the province will strengthen the propaganda work of the Party, State, and local policies on the purpose, significance, and benefits of the people, the locality, and the country in developing clean energy and renewable energy projects in the province; mobilize people's consensus in site clearance for projects; at the same time, pay attention to resolving policies and regimes to ensure maximum benefits for people within the authority and provisions of the law.
The province also will speed up the progress of infrastructure preparation, so that the Central Government can implement the Ninh Thuan Nuclear Power Plant project, strive to complete and put into operation in accordance with the Central Government's plan; focus on developing coastal and offshore wind power, solar power, LNG gas power, green Hydrogen energy, nuclear power, pumped storage hydropower according to the approved plan; focus on investing in developing the transmission infrastructure system, connecting the national grid with the 500kV and 220kV substation systems, and building and issuing preferential policies according to authority in attracting investors to energy.
With the right decisions, the province has shifted its development strategy, turning the disadvantages of sun, wind, sea; arid, rocky lands; the length of the coastline into wind power farms, solar power on land and at sea, creating clean power sources to serve the needs of socio-economic development, making Khanh Hoa a national power energy center.
