Industry and Energy - pillars for development of Khanh Hoa Province

Khanh Hoa Provincial People's Committee has just issued a Plan to develop industry and energy to become the pillar of economic growth of the province in the period of 2026 - 2030. This is a transformation step, identifying the growth pillar to position Khanh Hoa as a national energy center and a high growth pole of the whole country.

Higher targets set

Identifying industry and energy as new pillars of development creates a strategic step, concretizing Resolution No. 01 of the Provincial Party Committee on the target of double-digit economic growth in the period of 2025 - 2030. This is also an urgent requirement to realize the policy of soon turning Khanh Hoa into a centrally-run city, a high growth pole of the whole country.

The province's expectations for the industry are set with impressive figures, in which the average growth rate is from 15 to 20%/year in the period 2026 - 2030. To achieve this speed, Khanh Hoa must have a big push in both scale and quality. In terms of scale, the province commits to putting into operation 3,000 hectares of new industrial land by 2030, concentrated in key industrial zones such as Ninh Thuy, Doc Da Trang, Nam Cam Ranh, Ninh Diem, Ninh Xuan and Ca Na. More importantly, the development orientation is no longer based on processing but strongly shifting to high-tech industry, with the goal of becoming an industrial center of artificial intelligence (AI), semiconductor technology and a national and regional data center. At the same time, supporting industries serving the energy and shipbuilding industries are also prioritized for development to ensure stable and sustainable budget revenue. The energy sector is even expected to be higher by the Provincial People's Committee, with an average growth rate of 20% per year. The main goal is to turn Khanh Hoa into a national power center; the total exploited electricity capacity by 2030 must reach 14,000 MW.

Nguyen Sanh Duong - Deputy Director of the Department of Industry and Trade said that in the period of 2025 - 2030, the province will add 8,200 MW to the national grid, prioritizing clean energy and high technology. Specifically, there will be 2,400 MW of pumped storage hydropower (from power projects in Phuoc Hoa, Bac Ai), 2,300 MW of concentrated solar power and 1,800 MW of onshore wind power. In addition, the province is vigorously promoting the 1,500MW LNG Ca Na power project and preparing resources to launch Ninh Thuan 1 Nuclear Power Project and Ninh Thuan 2 Nuclear Power Project. This is a huge investment portfolio, demonstrating Khanh Hoa's careful preparation not only for its internal energy needs, but also for its role in supplying energy to the South Central region and the whole country.

Breakthrough with the "6 clear" mechanism

The plan to develop the industry and energy sector to become a pillar of the province's economic growth in the period 2026 - 2030 has proposed a system of synchronous solutions, emphasizing the creation of the government and the attraction of resources from the private sector. In terms of institutions, the Provincial People's Committee is committed to strictly implementing the "6 clear" principle in implementing the plan, which are: clear people, clear work, clear time, clear responsibility, clear products and clear authority. This determination is a mechanism to accelerate the progress of project implementation.

Logistics identified as one of the key points in Van Phong Economic Zone

Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee said that in the coming time, the province will establish a Provincial Investment Promotion Board to focus on attracting the highest level of strategic enterprises and FDI from countries like Korea, Japan, Singapore... In particular, the province considers the private economy to play the most important driving role, through the effective application of Resolution No. 198/2025 of the National Assembly on a number of special mechanisms and policies for private economic development. This policy creates a solid foundation to help investors confidently invest in priority industries, with high added value and advanced technology. In addition, the province has also issued a framework of criteria for selecting investors to build technical infrastructure for industrial clusters in the province; continue to amend and supplement mechanisms and policies to support investment in industrial cluster development in the direction of encouraging enterprises to own industrial cluster infrastructure, increase socialization in investment in industrial cluster development and properly handle environmental issues.

The implementation of large, leading projects is placed at the top priority. Regarding energy, the province focuses on removing obstacles to start construction of Phuoc Hoa Pumped Storage Hydropower Plant (1,200 MW) in the fourth quarter of 2025 and soon complete procedures for selecting investors for the Ca Na LNG Project. Regarding industry, completing the infrastructure of industrial parks and striving to fill 100% of Ninh Thuy Industrial Park in 2026 is a key task. In particular, in the period of 2026 - 2030, the province has a strategy to strengthen regional connectivity and logistics connectivity between Van Phong Economic Zone and the Central Highlands region. When the Khanh Hoa - Buon Ma Thuot Expressway Project is completed, Van Phong will become the main connection point, turning this deep-water port into the most important import-export gateway for the whole region.

The province also pays great attention to sustainable development and human resources factors to ensure stable growth. The province is determined not to attract projects with outdated technology, high energy consumption or environmental pollution, instead the province will build a Green Industrial Center - Net Zero and an ecological industrial park, promoting the transformation of economic sectors towards environmental friendliness. Regarding human resources, the province will issue policies to attract foreign experts in the fields of AI, digital technology and focus on intensive training of human resources for these sectors. This is to proactively prepare a workforce with professional qualifications and vocational skills, promptly meeting the needs of strategic enterprises.

With a detailed roadmap, clear goals and determination to implement the "6 clear" principles, Khanh Hoa is creating a mechanism to break free from the old model, ready for a new, stronger and more sustainable growth phase.
