Expediting investment disbursement for agricultural projects

On the morning of August 13, Trinh Minh Hoang, Vice-Chairman of Khanh Hoa Provincial People's Committee met with leaders of provincial departments, sectors, units, and localities to review reports on the disbursement of public investment capital for projects in the field of agricultural and rural development in the province.

According to the Provincial Department of Finance, the province is currently implementing approximately 30 agricultural projects with a total allocated capital of more than VND1.86 trillion.

Recently, project owners have proactively implemented directives from the Provincial People's Committee, accelerating construction progress of projects. Many key projects are maintaining continuous construction, basically completing primary components to focus on capital disbursement during the final months of the year.

For projects with newly allocated supplementary capital, project owners are urgently completing payment documentation for completed work volumes, committing to disburse at least 75% of funds by the end of the third quarter and achieving full 100% disbursement by year-end. However, some project owners have still recorded disbursement rates below 20%.

In his concluding directives, Vice-Chairman of the Provincial People's Committee Trinh Minh Hoang requested project owners to continue concentrating maximum resources and build detailed monthly disbursement plans for each project. At the same time, he urged close coordination with local authorities to accelerate land surveys, ownership verification, and approval of compensation plans to hand over clear sites early, while processing acceptance testing and payments as soon as completed work volumes become available.

The project owners with low disbursement rates must review and drastically implement immediate solutions to ensure overall progress. Leaders of localities with projects must focus on land clearance tasks and work closely with project owners and the Land Fund Development Center to remove obstacles within their jurisdiction and accelerate site clearance progress.
