Hoa Tri Commune is focusing on accelerating the disbursement of public investment funds and systematically deploying resources to execute planned projects. Upon completion and commissioning, numerous infrastructure projects - spanning transportation, irrigation, environmental facilities, and public amenities - have proven effective, meeting the practical needs of residents and driving local socio-economic development.
Over the past month, the road stretching from the Tan Hiep Village gateway to Bridge No. 3 (near Tan Tu Communal House) has taken on a new look. Replacing the previously dilapidated concrete surface, the road has been upgraded and paved with asphalt; it spans over 566 meters with a width of nearly 4 meters, representing a total investment of over 2 billion VND. Concurrently, Bridge No. 3 was constructed as a sturdy structure with an investment of nearly 2.3 billion VND. Since their commissioning, these projects have helped complete the local transport infrastructure, facilitating travel and the transport of agricultural produce for residents. Bien Thi Thanh, a resident living along this route, noted that the road was previously in a state of severe disrepair; the bridge was narrow, and its abutments and foundations had subsided, making nighttime travel hazardous. Residents in the area are delighted with the construction of this well-built road and bridge. In particular, the new road and Bridge No. 3 provide significant benefits to the approximately 60 households living on the far side of the bridge - an area where 90% of the population relies on agricultural land for their livelihood. Improving transport infrastructure in this area is of practical importance to local agricultural production.

According to Duong Tung, Head of Tan Hiep Village, there were times in the past when heavy rains would isolate the area on the far side of the bridge for days. Previously, transporting post-harvest agricultural produce required transshipment via smaller vehicles to reach the main road, resulting in additional time and costs. Following the road upgrade, which widened the roadway and included the construction of a new Bridge No. 3, the transport of agricultural produce and supplies has become more convenient. This has eliminated the need for transshipment and reduced costs, thereby enabling residents to focus on production and economic development with greater confidence.
In 2026, Hoa Tri Commune is implementing nine projects funded by the commune's own budget, focusing on transport infrastructure, irrigation systems, and public utility works. Of these, eight projects have already commenced with several completed and put into use while one project is currently in the phase of mobilizing residents to hand over land. Additionally, the commune is carrying out over 20 projects linked to the "New Rural Area" development program.
As of August 10, Hoa Tri Commune had disbursed over VND 7.6 billion of its planned VND 13.5 billion in public investment funds for 2026, achieving a rate of 56.4%. Regarding carried-over funds, the locality disbursed nearly VND 32 billion out of a total of VND 46.58 billion (68.7%); the disbursement rate is projected to exceed 75% during the third quarter.
Alongside ongoing infrastructure investments, a key breakthrough task outlined in the Resolution of the Commune Party Congress (2025–2030 term) is the construction of an inter-commune road spanning approximately 17 km, with a total investment of around VND 280 billion. The road will feature a 10-meter-wide carriageway, 1-meter-wide sidewalks on both sides, and include lighting and drainage systems, as well as four bridges along the route. The project not only helps synchronize the local transport network and facilitate trade and travel for commune residents but also expands the scope for eco-tourism development in Suoi Mo area. The project has currently received approval in principle from the provincial authorities.
According to Nguyen Huu Nam - Deputy Secretary of the Party Committee and Chairman of the Hoa Tri Commune People's Committee, this achievement stems primarily from the attention, direction, and support provided by provincial leaders during the implementation of local socio-economic development and public investment tasks. Building on this foundation, the commune has proactively accelerated tasks related to consultancy, design, and the finalization of documentation and procedures for projects slated for funding. This approach allows the commune to shorten preparation time and be ready for immediate implementation once funds are allocated, thereby facilitating faster disbursement during the final months of the year. The locality views disbursement not merely as a race to meet percentage targets; the priority is ensuring funds are directed to the right projects while guaranteeing progress, quality, and post-investment effectiveness. Completed projects must genuinely serve the public and contribute to local socio-economic development.
Despite these achievements, the allocation of provincial funding for some commune projects has been slow, leaving limited time to execute the annual plan. "The commune hopes the province will allocate funds soon. We have already taken proactive preparatory steps and are ready to launch implementation immediately upon receiving the capital. Regarding projects under the New Rural Development Program, the commune has phased implementation based on specific criteria and stages, prioritizing components that are ready for completion. This strategy enables the locality to concentrate investment resources on the right projects and avoid spreading resources too thinly," Nguyen Huu Nam proposed.
